Project Summary:

The Jordan Public Accountability and Justice Strengthening Activity (PAJ) is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Procurement Officer will carry out duties designed to meet the objectives of the PAJ project in Jordan. The Procurement Officer will perform under the general & technical direction of the Procurement Manager.

Responsibilities:

  • Respond to procurement requests for commercial goods and services from program staff related to supplies, materials, and other items for project beneficiaries and activities.
  • Ensure that MSI and USAID procurement procedures and regulations are followed.
  • Analyze procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices, and experience.
  • Review procurement documentation from project office and check for accuracy and compliance with MSI policies and procedures.
  • Prepare and launch RFQs and RFPs, develop bid evaluation criteria, and guide evaluation committee members on processes involved under the supervision of the Procurement Manager.
  • Supervise bid evaluation committees, ensure the integrity of the competitive process, facilitate bidder debriefings, and exercise appropriate judgment and tact while ensuring to protect confidential information.
  • Analyze, negotiate, and prepare contractual agreements, such as Purchase Orders (POs) and Blanket Purchase Agreement (BPAs), with ensuring appropriate terms and conditions are included to protect the interests of MSI in coordination with Procurement Manager.
  • File all support documentation for procurement in MSI’s grants and procurement management system (GRUMP) and electric files, as appropriate.
  • Interact with the suppliers on a day to day basis and review deliveries against the orders.
  • Implement and manage procurement tracking log, associated databases, and/or other tracking tools as requested.
  • Maintain a database of good, reliable suppliers for different categories of supplies, services, and goods.
  • Support all technical component teams through coordinating logistics for programmatic events, including preparing event checklists, reserving conference and workshop venues, booking lodging accommodations, coordinating with caterers, ensuring USAID branding requirements are followed, coordinating translation and other outside services in coordination with the Training and Events Management Coordinator.
  • Assist the technical teams with preparing the activity request form and event management checklist, as required, and complete or oversee the activity budget preparation.
  • Ensure invoices are sent to Finance for payment.
  • Liaise with other departments, particularly the Finance Department and participate in budget planning as needed.
  • Perform other duties as assigned by the Procurement Manager.

Qualifications:

  • Bachelor’s degree in a relevant field required.
  • Minimum one year of experience in office administration, customer service, and/or procurement fields required.
  • professional experience on donor-funded international development projects preferred.
  • Strong computer skills with an emphasis on Microsoft Office Suite.
  • Strong written and oral communication and interpersonal skills.
  • Ability to be a self-starter and be accountable for project outcomes.
  • Fluency in Arabic and proficiency in English required.
