Head of Payroll, APAC

About our Team

The Head of Payroll, APAC will manage all Regional RELX payroll teams and assist with the APAC aspects of global transformation efforts to consolidate payroll vendors, processes, and responsibilities to create a centralised payroll function in alignment with RELX’s strategic goals.

About the Role

Reporting to the Global Head of Payroll, the Head of APAC payroll will lead the payroll function for the Asia Pacific (APAC) Region. They will ensure accurate and prompt processing of Regional payroll for all APAC countries in which we have employees, in compliance with the applicable regulatory environment. 

Responsibilities

  • Assisting the Head of Payroll in developing the global payroll strategy for the function and lead the APAC implementation including liaising with external third-party vendors, ensuring each division of RELX aligns with the requirements of the newly created function.
  • Ensuring timely and accurate completion of APAC payments (including relevant deductions for employment taxes, other statutory deductions, benefits and other items) and funding.
  • Developing and document processes, controls and governance to ensure compliance with applicable regulations as they may be amended from time to time.
  • Ensuring each country payroll provides a secure, accurate, and compliant payroll service and delivery of accurate payroll relating to RELX’s globally mobile employee population. 
  • Developing a best in class employee experience for delivery of pay and reward
  • Build strong stakeholder relationships across RELX, notably Tax, Finance and Human Resources.
  • Managing risks and develop robust systems of planning and delivering mitigations. You will serve as the ultimate point of contact for payroll escalations of a critical nature. 
  • Working closely with key vendor partners for the purpose of monitoring and evaluating payroll vendors on an ongoing basis. Ensure they are driving continuous improvement initiatives and ensuring systems and services provided are best-in-class and industry-leading.
  • Leading the transformation efforts of the APAC payroll function, in accordance with the overall Global payroll strategy.
  • Developing a high performing regional payroll team 

Requirements

  • Have Significant APAC payroll and systems implementation knowledge required
  • Demonstrating knowledge and deployment of leading payroll solutions
  • Have Bachelor’s Degree in Business, Finance / Accounting, or related experience or discipline
  • Have deep experience of regional payroll operations and compliance requirements
  • Have experience of building, leading and developing a team of staff with different backgrounds and levels of expertise
  • Have experience of managing challenging situations that require rapid action to resolve
  • Have excellent interpersonal skills and experience of building personal networks.
  • Have experience implementing country and regional payroll and operational transformations
