Guided by the global UNDP Strategic Plan (2022 – 2025) and UNDP Country Programme for Lao PDR (2022 – 2026), UNDP in Lao PDR works closely with the line Ministries, mass organizations, civil society, development partners, and the private sector at both national and sub-national levels in pursuit of the national socio-economic development priorities defined in Lao PDR’s five-year National Socio-Economic Development Plan (NSEDP) and Sustainable Development Goals (SDGs). The UNDP’s work is strongly focused on the provision of policy advice and technical support to the Government of Lao PDR in the design and implementation of national legislation and strategies across four broad Priority Pillars – (1) inclusive growth and reduced inequalities, (2) UXO clearance and risk education, (3) natural resources, climate change and disaster risk reduction, as well as (4) effective, responsive, and accountable governance. 

UNDP has a long history working in Lao PDR. UNDP’s comparative advantage has been its ability to work closely with a very broad range of government and local-level institutions at all levels. The new UNDP country programme is aligned with the 9th NSEDP and is anchored in UNDP’s long-term partnership with the Government of more than three decades. The new programme builds on the achievements of the previous CPD that saw the incorporation of the SDGs into the national planning architecture. It will aim to support Lao PDR recover from the economic and social impacts of the COVID-19 pandemic and continue its transition from LDC status, with a particular emphasis on supporting inclusive growth and reducing inequality.

UNDP Lao PDR, Governance Unit:

The UNDP’s programming on effective, responsive and accountable governance, inter alia, focuses on the provision of policy advice and technical support to the Government of Lao PDR to (1) enhance the rule of law, access to justice, and protection of human rights, (2) strengthen people’s participation in decision-making through increased access to information and political representation, (3) enhance public administration reform through institutional capacity-development and implementation of the Government’s decentralization policy (Sam Sang Directive). 

Being the largest global development knowledge network with particular institutional expertise on governance, UNDP in Lao PDR co-chairs the Governance Sector Working Group (along with co-chairing the Public Sector Improvement Sub-Sector Working Group and Legal and Institutional Oversight Sub-Sector Working Group) of the Round Table Process, a national mechanism to coordinate the implementation of the NSEDPs and SDGs across the governmental institutions, development partners, CSOs and the private sector. 

STEPS Project:

The Strengthening Capacity and Effectiveness of the People’s Assemblies System in Laos (STEPS) Project is a five-year initiative (2022 - 2026) implemented by UNDP, together with the National and Provincial People’s Assemblies, with financial support from the United States Agency for International Development (USAID). The overall goal of STEPS is to strengthen capacity of the legislature in Laos to effectively represent, engage and respond to citizen’s needs. The project will support the national and provincial assemblies (members, technical committees and staff) in enhancing their mandates and ability to revise and approve legislation, monitor implementation of the country socio-economic development plan and the Sustainable Development Goals (SDGs), better analyse societal concerns and communicate with citizens, and enhance the overall accountability and transparency system.

The Reporting Analyst will work under the direct supervision of the M&E Specialist. The Analyst will be based in UNDP office but will frequently travel to the National Assembly’s International Cooperation and Project Management Secretariat (ICPMS) and PPAs to help with data collection activities. 

Duties and Responsibilities:

The Reporting Analyst will work under the guidance and supervision of the M&E Specialist and in collaboration with project team members and the International Cooperation and Project Management Secretariat (ICPMS). S/he will be responsible for supporting ICPMS, NA and PPAs collect timely and quality data for reports on the outputs and outcomes of the project and is expected to provide support to the M&E Specialist in the overall monitoring and evaluation activities for the project.

The Reporting Analyst has overall responsibility to provide inputs and support in monitoring, evaluation, learning and results reporting activities for the project. 

Ensure effective data collection and reporting.

  • Facilitate project staff and staff in the ICPMS to develop systems to collect data to report project activities. 
  • Advise staff from the STEPS project, International Cooperation and Project Management Secretariat (ICPMS), National Assembly and Provincial People’s Assemblies (NA and PPAs) to collect and document baseline information and provide data on key project management processes.
  • As required, support each assembly to develop their own data collection/monitoring systems in accordance with their strategic and operational plans.
  • Advise project staff and staff in ICPMS in the reporting of project activities.
  • Liaise and support closely the ICPMS IT and Database Manager in placing all STEPS activities and relevant information in the ICPMS database.
  • Facilitate M&E specialist to prepare regular reports on activities, outputs and outcomes and extract relevant reports as required.

Implementation of STEPS Project M&E framework:

  • Contribute to the development and completion of the project M&E framework based on the final approved project work plan.
  • Contribute to the development and maintenance of a database for the management of the indicator framework.
  • Contribute to the development of Annual Work Plans, supporting monitoring pf the calendar of MEL activities. 
  • Implement the MEL activities as per the Annual Work Plan 
  • Contribute to the preparation of the quarterly results tracker and reporting with key activities, indicators, baseline and targets under four result areas. 

Contribute to the UNDP Country Office M&E requirements.

  • Support the M&E specialist to ensure that project’s results are well captured in the UNDP’s corporate platforms: Integrated Work Plan, Results-Oriented Annual Report, Annual Business Plan, Strategic Plan reporting etc.
  • Integrate project M&E reporting with UNDP CO web-based corporate tools.

Facilitate knowledge building and sharing on monitoring, evaluation, and results-based management.

  • Document lessons learned by the project with a focus on results, impact and outcomes.
  • Under guidance of the STEPS M&E Specialist collect case studies to illustrate progress and innovation in the project’s work with the Assemblies.

Required Skills and Experience:

Education:

  • Advanced university degree (master's degree or equivalent) in Social Science, Business Administration, Finance, Public Administration or other relevant discipline is required. Or 
  • A first-level university degree (bachelor’s degree) in the above- mentioned fields of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of experience in administration, field monitoring/data collection or project management assistance is required.
  • Experience in the usage of computer and office software (MS office) and Familiar with web-based management systems
  • Experience in conducting monitoring and evaluation of projects is an asset.
  • Experience in utilising database systems is an asset.
  • Experience providing project support to government is an asset. 
  • Experience in effective report writing is desired. 
  • Experience in field monitoring/data collection is an asset.
  • Demonstrated effective communications skills and the ability to communicate M&E processes and systems in a clear manner is desired.
