TITLE: Civilian Human Resources Manager (CHRM)

1. POST CONTEXT
The NMI mission, while not combat, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander's on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats.
The Deputy Chief of Staff Support (DCOS Spt) assists the COS NMI in execution of the assigned missions related to supporting tasks.
The J1 Branch provides expertise in Human Resources Management, Policies and Procedures.
The incumbent is responsible for the management and administration of all civilian personnel assigned to NMI Crisis Establishment (CE).

2. DUTIES
The incumbent's duties are:
Functional Area decision authority.
The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
A University degree in Human Resources Management, Social Sciences, Business Administration, law, or related field or related discipline and 4 years of post-related experience or a higher secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 8 years of post-related plus 2 years of function-related experience;
Minimum 8 years’ experience in HR management and administration;
Experience in managing operational budgets;
English Standard Language Proficiency level of “Professional” in speaking and writing, (SLP 3333 based on NATO standards).
DESIRABLE
Master's degree in Business Administration;
Significant experience in a large-scale international/multinational organization with deployable civilian assets;
Comprehensive knowledge of automated personnel management systems.

4. POSITION AND CANDIDATE PROFILE
Personal attributes
The incumbent is self-supervisory in own professional field, working in line with general policies and goals, which he/she takes part in formulating. Guidance and/or functional review available from chain of command and higher headquarters. Initiative and high work standards, the ability to energize and mobilize, original thought and an imaginative approach should characterize the individual charged with proposing solutions for handling negotiations, resolving conflicts, developing policy and new methodologies for dealing with evolving requirements and changing environment to include international and local labour laws in operational contexts. Strong analytical skills and capable of highly critical thinking in the face of new issues. Inter-personal sensitivity and strong communication skills, both oral and written, maturity, poise, tact, firmness and persuasion are crucial to successful performance of duties, which involve extensive interaction with a wide range of interlocutors. Must be able to resolve difficult or delicate personnel issues in areas of disagreement between staff member and management and different Organizational entities, usually in a situation where several complex problems co-exist and/or characterized by significant time pressure. Considerable professional judgment is required to make decisions on personnel matters within the general framework of available procedural guidance. Frequently works under pressure, works long/irregular hours, carries high workload, so good health is essential.
The CHRM must demonstrate sensitivity to the multinational and multicultural operational environment.
The CHRM must demonstrate the ability to work as part of a wider human resource management team characterized by cultural, linguistic, ethnic, and professional diversity. The CHRM must demonstrate empathy and understanding in supporting NATO International Civilians on deployment to NMI AOR.
Managerial Responsabilities
The Civilian Human Resources Manager acts as SNR for the civilian staff assigned to NMI CE.
Professional contacts
Regular professional contacts with others inside and/or outside immediate organization on functional matters. Solicits/gives information and provides advice/guidance.
Contribution to the objectives
Work involves the provision of information or analysis of part of a task assisting others to take action within the organization.
5. EMPLOYMENT CONDITIONS
The successful candidate will be offered a 12-month definite duration contract, based on operational need/funding for the position.
The basic salary for an MCIV 7 is Euro € 7,450.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances ( hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
