The WPE Capacity Building Manager, under the supervision of the WP Coordinator, will play a key role in the representation, coordination, and implementation of the IRC GBV Coaching and the capacity-building activities throughout Lebanon where needed, using IRC’s resources and tools. In close collaboration with the donor, sector focal points, and other GBV actors, along will communicate with key stakeholders and partners regarding the vision, planning, and implementation of activities at the country and governorate levels.

The WPE Capacity Building Manager will perform the provision of technical support for IRC and partners’ staff through trainings, on the job coaching, learning sessions as needed internally and externally using IRC’s tools and resources.

The training sessions will primarily target government and non-government entities, local partners and GBV actors, in various locations in Lebanon. In this perspective, the Capacity Building Manager will perform a leading role in the supervision and implementation of the GBV Case Management Coaching program . Within a broader scope of contributing to enhancing the national system on GBV response, the technical support required will largely focus on strengthening knowledge of target actors on GBV prevention and response and services, with a focus on case management for GBV survivors.

In addition, will be responsible for the monitoring and evaluation of the program unit and reporting to the donor and other key stakeholders.

This position will directly supervise and mentor Senior Capacity Building Officers ,where will also support the continuous growth of IRC and WPE human resources as needed through providing technical support and mentoring.

Responsibilities

Material consolidation and development

  • Review and continuously update the GBV coaching session guide after conduction of needs assessment and participants’ feedback.
  • Develop and review training and learning modules, mentoring sessions and coaching tools based on needs in close coordination with the WPE Coordinator and Technical Units.
  • Develop and adapt training materials including handouts and presentations to ensure the inclusion of all participants and ensure their increase in knowledge based on designed pre/posttests.
  • Assist in the development of the yearly Capacity Building Plan and Partnership strategy for WPE/IRC.
  • Closely coordinate with the WPE Coordinator to identify capacity building gaps and needs. To develop and implement a systematic approach to capacity building, ensuring alignment with GBV minimum standards and best practices.
  • Support other IRC programme implementing activities, to improve approaches and interventions.
  • Support in developing training resources for staff, mentors and partners based on identified gaps.
  • Ensure newly developed WPE tools are tailored towards the needs of our project participants.
  • Actively contribute to the development of new interventions in the area of integration with other sectors.

Training & Capacity Buildings

  • Operationalize and implement the capacity-building programming for WPE staff and partners according to the vision and strategy developed and outlined by the WPE Coordinator, incorporating adjustments as needed according to the expertise and the participants’ needs.
  • Lead on the design and implementation of the GBV case management coaching program through ensuring proper coordination and fulfillment of identified milestones.
  • Prepare and facilitate GBV case management coaching sessions for case workers/social workers working with governmental and non-governmental GBV actors at the governorate level to provide technical and emotional support, and provide case workers in the coaching program, the skills to deal with complex situation.
  • Organize and ensure smooth delivery of trainings for local partners and public organizations by coordinating with the WPE Coordinator and relevant technical focal points.
  • Develop on the job coaching plan and conduct monitoring visits to the field, when relevant and needed.
  • Proactively look into the development of alternative capacity building methods in case emergency working modalities apply.
  • Conduct regular meetings with WPE and partners technical staff, to share updates related to GBV case management and works closely together upon need.
  • Identify GBV prevention and response training gaps for the local partners and IRC staff and ensure to provide appropriate training whenever needed.

Partnership Development

  • Identify the needs of the partners based on the capacity assessment conducted.
  • Map and assess the GBV actors available in the fields based on the stockholders mapping strategy in IRC.
  • Provide technical support and training using IRC curricula and tools based on the partners needs and project designs.
  • Contribute to the establishment of local partnerships as needed.
  • Act as the focal point for the Coaching Program and provide needed support to ensure the implementation of the activities.

Reporting and Coordination

  • Support the development and/or endorsement of monitoring and evaluation tools for IRC manuals including GBV coaching program.
  • Develop a quarterly newsletter for the capacity building and coaching activities to be shared with donors and partners.
  • Contribute to donor’s reporting through providing relevant inputs and analysis of progress, challenges and achievements as needed
  • Develop proper spending plan for activities managed by this position and submit it to the line manager.
  • Coordinate with Sector’s focal points and attend GBV WGs when needed.
  • Regularly assess the impact of capacity-building efforts and activities to show the impact of the training and increase of knowledge.
  • Attend and actively participate in the capacity building monthly meeting and Case Management Technical meetings.
  • Coordinate and ensure capacity sharing and enhance the integration between WPE and IRC sectors.

Supervision:

  • Coach, train, and mentor direct report staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
