Zachry Group is seeking a highly motivated individual to perform the functions of Sr. Director, Government Affairs. The Sr. Director, Government Affairs leads engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses’ goals. Contributes to strategic planning, direction, and goal setting for the department in collaboration with senior management.

This position can be located in the San Antonio Home Office or in Houston and serves as the organization’s corporate and regional interface between local, state, and federal elected officials. The ideal candidate can develop and drive a legislative strategy and manage Zachry Group's brand and reputation with experience in government and regulatory affairs and community engagement. 

This position will report to the Vice President of Planning & Performance Improvement while supporting the CEO and executive leadership team as an advisor on all civic, political, and public-facing matters. 

REQUIREMENTS

  • Bachelor's degree
  • 15 years of experience in government affairs or legislative service.
  • Advanced understanding of federal, state, and local political landscape and issues.
  • Strong verbal and nonverbal communication skills and professionalism.
  • Collaborative business style with an ability to work effectively across all levels of the organization with team members and external partners.
  • Excellent time management skills and ability to prioritize, multitask and adapt to changing priorities.
  • Competent computer skills and demonstrated ability with Microsoft Office applications.
  • Ability to work independently, think strategically, and bring issues to management's attention.
  • Willingness to think creatively and support creative thinking in others.
  • Strong attention to detail and accuracy.
  • Ability to drive improved business outcomes 
  • Some travel required

PREFERRED QUALIFICATIONS

  • Previous corporate government affairs or legislative experience, with experience advocating on behalf of a business.
  • Experience with local chambers of commerce, federal and/or state legislatures and regulatory agencies.
  • Demonstrated knowledge and application of legislative processes and procedures.
  • Grasp complex, technical public policy issues and their impact on the company, our customers/industry, and general commerce
  • Develop, implement and lead a comprehensive government affairs strategy. 
  • Lead and manage all federal, state and local and activities including lobbying and employee political action committee (PAC) management. 
  • Establish and maintain relationships with key state and local officials and serve as the direct contact on behalf of the business.
  • Provides strategic recommendations on legislative and regulatory issues that may impact Zachry Group businesses and its employees while managing Zachry Group’s state and federal consultants. 
  • Work cross-functionally to develop policy positions in collaboration with strategic planning, legal, management teams, and internal subject matter experts on state and federal legislative agenda items. 
  • Administer employee PAC, including developing candidate contribution recommendations and maintain/grow membership growth. Continue strengthening the company PAC’s analytical and organizational memory to advance business objectives and continuity in collaboration with Zachry Group’s outsourced ethics/elections reporting vendor. 
  • Serve as the Zachry liaison for public/external affairs requests that may originate from the customer or community partners, seeking the proper approvals between leadership and JV partners
  • Provide presentations on Community & Public Affairs and introductions to community-related issues/topics
  • Proactive involvement with local chambers of commerce and trade associations, various community investment representatives, government officials (primarily local representatives – members of Congress, State Legislators, Mayors, County Judges, Parish Presidents, councilmembers, and other officials, customer government affairs and/or public relations counterparts.
  • Facilitation of frequent and transparent communication between Zachry sites, offices, and internal teams
  • Provide high quality verbal and written reports on assigned issues and activities. Prepare issue backgrounders, talking points, and position papers as necessary.
