TASK FORCE: Technology Budget and Management (TBM)

UNIT: Technology Budget and Management (TBM)

JOB TITLE: One (1) Summer Intern

CONTROL CODE: TBM Intern - 24-01

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

OMB’s Technology Budget & Management Task Force (TBM) is at the center of shaping the City’s Information Technology (IT) landscape as it prepares and monitors the Citywide IT budget and reviews and analyzes IT projects with regard to technical feasibility, financial justification, programmatic merit and procurement methodology. TBM is responsible for the approval and oversight of the funding, acquisition, and implementation of all computer technology and telecommunication initiatives within New York City government.

JOB DESCRIPTION:

The intern will lead the following project under general supervision, with latitude for independent initiative and judgement:

1) Process Improvement and Management

a. We are looking for an intern to jump into the intricacies of TBM processes to document and generate recommendations for areas of improvements/efficiencies across the various processes currently managed and performed by the team.

i. Understanding the day-to-day work performed by TBM analysts

ii. Learning the basic rules/guidelines/directives that the team abides by as part of their capital eligibility reviews

iii. Responsible for conducting interviews with TBM analysts, TBM managers and if permitted, capital analysts from other units to gather information on how the current reviews are being completed

iv. Create a workflow for the existing processes

v. Formulate recommendation to the TBM team on areas of improvement (e.g. managing repetitive processes and tasks, risks, etc.)

2) Training a. We need an update to the team’s documentation of new and existing processes. While many existing processes have some form of documentation, there have been numerous changes in processes/rules that have developed over time.

i. Updating existing training materials to account for new/changes in guidelines/processes

ii. Centralizing all training documents onto the team’s SharePoint site iii. Creating new training materials for processes/guidelines that are currently not documented

iv. Lead requirements gathering meetings with the team and conduct individual interviews to understand what important details need to be recorded v. Create a training inventory/master training list for TBM

3) Data Analytics and Project Tracking

a. TBM is currently in the process of modernizing our tracking database. The current platform was developed on Microsoft Access. We have created a new template on SharePoint and hope to fine tune and smooth out the rough edges prior to switching over to the new tracking database.

i. Provide feedback on existing and new tracking database

ii. Work with TBM analysts to upgrade/improve the tracking system, including but not limited to: - Adding and removing fields - Creation of generic reports - QA testing functionalities - Ensuring data consistency

Qualifications

As of June of the Program year the prospective interne must be a student matriculated in a college or be a recent college graduate (winter/spring term of the Program year).

NOTE: Appointment to this title is only valid for the duration of the Program, June - August each year.
