Deputy Chief of Party/Director of Implementation, Mozambique 

ACDI/VOCA is seeking a Deputy Chief of Party/Director of Implementation (DCOP/DOI) for the Mais Zambezia (+Z) component of the anticipated Coastal Livelihoods and Climate Resilience (CLCR) Project. The project focuses on sustainable development in coastal Zambezia, Mozambique, enhancing the management of coastal resources, local socio-economic development, and the fisheries sector. 

The DCOP/DOI will guide research and implementation across two project phases. They will also lead strategy meetings with the Chief of Party to examine the project's progress. Additionally, they will oversee consulting and staff work for quality and innovation and build stakeholder relationships for collaborative project implementation, including with the local community, the government of Mozambique, the private sector, and other development actors. The program is anticipated to start in 2024, and this position will be based in Quelimane, Mozambique. 

Responsibilities

  • Guide the research and the implementation phases, ensuring strategic and effective project execution 
  • Lead strategy meetings with the COP, team members, and partners to analyze progress and lessons learned, adapting the overall strategic vision, and leading the technical team in achieving project goals 
  • Oversee consulting work and activity implementation to guarantee quality and innovation in deliveries with a focus on efficiency, effectiveness, and impact of work 
  • Work with the ACDI/VOCA home office technical experts on innovative initiatives at the nexus of ecological system protection and socio-economic development 
  • Build and maintain strong relationships with a range of stakeholders, as well as promote collaboration across local actors in the system for collaborative project implementation and sustainable changes 
  • Actively engage with communities to promote local leadership and sustainable solutions, ensuring the program is responsive to the voices of local communities, especially population groups, including women and youth 
  • Implement adaptive strategies to navigate project challenges effectively, creating a safe-to-fail culture that promotes innovation and accountability to results and ‘what works’ in actual practice 
  • Lead the technical aspects of the project, including mentoring and building the capacity of staff and partners to achieve program goals by integrating innovative and sustainable development practices 
  • Orchestrate research studies and small-scale research initiatives and use insights gathered to develop intervention strategies 
  • Ensure that team efforts are aligned with the overarching project goals and that they adhere to the highest standards of professionalism and ethics 
  • Collaborates with the Director of Finance and Operations and the ACDI/VOCA Home Office to develop processes and adaptive instruments for effective partnership engagement and management 
  • Ensure Collaboration, Learning, and Adaptation techniques are being used to address problems

Qualifications

  • Master’s degree in Natural Resource Management, Environmental Economics, Economic Development, Fisheries, or related fields. 
  • At least 8 years of relevant progressively responsible work experience in environmental integration and leadership development projects. 
  • Excellent oral and written communication skills. 
  • Strong analytical, strategic, and systems thinking and adaptive management skills. 
  • Proven ability to navigate uncertain situations with multiple perspectives, influence and negotiate, and successfully manage change. 
  • Knowledge of fisheries, coastal natural resource management, and socio-economic development. 
  • Established network relevant to the job at hand desired. 
  • Fluency in Portuguese and English required. 
  • Knowledge of Makua and/or Swahili desired
