The Head of Enterprise Services & Public Affairs (ESPA) and Environmental, Social and Governance (ESG) Legal is a global senior management position responsible for serving as a senior legal advisor and subject matter expert to business stakeholders, functional partners, and Department colleagues (including Legal Management Council members) on legal matters related to Citi’s ESPA and ESG related activities. The overall objective of this role is to provide legal advice, guidance, and support across a broad range of practice and focus areas and Citi businesses and functions, accomplishing results through the management of a global team of attorneys and legal professionals.

Reporting directly to the Head of Legal for Risk, Regulatory and ESPA, this role requires strong leadership skills and a solid conceptual and practical grounding in laws, regulations and legal developments across a wide range of legal disciplines for the geographies in which Citi operates. This includes performing advisory services on legal issues relating to government affairs activities, reputational risk management, corporate communications, aviation, community investment, real estate, sustainability and the wider evolving ESG agenda generally. The role-holder will provide leadership for Legal in each of these areas collaborating effectively across all dimensions of the Department.

As the ESG Legal advisor, the role-holder will be expected to lead an integrated global team of subject-matter experts which works closely and collaboratively with product, entity, enterprise, country and corporate disclosure counsel. In so doing, the role-holder will provide legal advisory services relating to ESG regulatory change (from horizon scanning and advocacy to implementation), general ESG regulatory advice, advice on other pertinent legal developments, and Citi’s ESG related activities (including community investing and development, legal risk management, regulatory engagement, and Citi disclosures).

Effective working knowledge of financial laws and regulations is a significant advantage. In this regard, the role holder will be expected to partner effectively with technical subject matter experts in the broader Legal Department on the policy change agenda from the government affairs perspective. 

The role-holder has authority to negotiate and make independent decisions on issues and activities that have critical impact or influence on company revenues, capital, or business operations. The role-holder will have management and leadership responsibility for a global team, including people, budget, and planning.

Responsibilities:

  • Lead the global Legal team for ESPA & ESG, providing legal advice and guidance on all relevant matters
  • Oversee managers and hold overall responsibility for team including staffing, coordination of resources, performance, compensation management, career development and personnel-related matters, as applicable
  • Act as Legal’s strategic business partner to ESPA seniors and key advisor to business stakeholders, functional partners (e.g., Risk, Compliance) and senior Department colleagues (including LMC members) on legal and regulatory considerations relating to the ESPA and ESG agenda
  • Advise on policy development as it relates to ESG, reputational risk and government affairs activities and other ESPA areas
  • Act as a senior management reporting and escalation line for the legal team supporting Citi Realty Services
  • Key contributor to overall strategy, establishing direction and planning for the needs of the ESPA and ESG Legal team
  • Represent the firm both internally and externally with clients, government bodies or other organizations
  • Anticipate, evaluate, and appropriately respond to developments in local and international laws and regulations that impact relevant Citi activities; assist the firm in evolving to meet marketplace and client needs
  • Manage and coordinate the provision of external legal services
  • Collaborate effectively with subject matter expert legal colleagues and lead through influence
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervising the activity of others and creating accountability with those who fail to maintain these standards

Qualifications:

  • 15+ years of relevant industry experience, including management experience in an in-house legal role
  • Excellent leadership, interpersonal, organizational, relationship management skills
  • Work experience with government, regulatory agencies or other/regulatory bodies is an advantage
  • Knowledge and expertise on specific laws, rules, regulations, enforcement actions and other legal developments related ESPA and ESG activities, while staying abreast of the changing regulatory and legal environment, internal policies and industry trends that impact the business
  • Proven ability to apply sound judgement while managing complex subject matter and issues
  • Comprehensive knowledge of multi-jurisdictional laws and practices
  • Excellent written, verbal, presentation, problem solving and analytical skills
  • Ability to handle multiple complex and confidential matters under time pressure
  • Effective negotiation skills and ability to maintain effective relationships at executive levels
  • License to practice law in good standing
