The Position:

The SRHR Specialist is located in the Bangladesh Country Office (CO) and reports to the Chief of Health.

Job Purpose:

The SRHR Specialist ensures the effective management of UNFPA activities in the areas of sexual, reproductive health and rights including maternal and newborn health with particular focus on emergency obstetric and newborn care and its linkages with midwifery, maternal and reproductive morbidities, health sector response to gender based violence and family planning. S/he oversees project formulation and evaluation, joint programming initiatives and national development frameworks. S/he manages the programme and collaborates with the CO’s operations/administrative support staff.

You would be responsible for: 

  • In collaboration with Government counterparts, NGOs and other partners, manage the formulation and design of the SRHR component of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Manage achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and review mechanisms and systems are established and implemented.
  • Support Chief of Health in reviewing the political, social and economic environment relevant to reproductive health and rights and pursue opportunities for UNFPA assistance and intervention. Assess implications of new policy developments and strategies on programme execution and ensure their appropriate implementation.
  • Manage project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, including addressing training needs of project personnel.
  • Ensure the creation and documentation of knowledge about current and emerging reproductive health and rights issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
  • Participate in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
  • Deputize the Chief of Health in establishing and maintaining relations with the Development partners’ consortium donors and key implementing partners including at the level of the Ministry of Health.

Qualifications and Experience: 

Education: 

Advanced degree in public health with a background in medicine, nursing or midwifery or other related field. 

Knowledge and Experience: 

  • Seven years of increasing responsible professional experience in the field of sexual and reproductive health, with experience in programme/ project management.
  • Experience in management and development of health system strengthening and maternal health in particular required.
  • Experience working in the field of maternal morbidities and health sector response to gender based violence an advantage.
  • Experience working in partnerships with UN agencies and other development partners as part of inter-agency forum / consortium an asset.
  • Experience managing large donor funded projects and experience in narrative, log frame and financial reporting required.
  • Experience in analyzing data and converting them into products for evidence based advocacy an advantage.
  • Proficiency in current office software applications (MS Word, MS Excel, MS PowerPoint, and other presentation software).

Languages: 

Fluency in English and Bangla is required. Working knowledge of another UN language an asset.
