WORKING CONDITIONS TO EXPECT

Our officers operate out of the ANC Police & Fire Station at the Anchorage International Airport, serving airport property and abutting public areas throughout the entire year. All regularly scheduled work assignments are in Anchorage. We provide public safety services operating on a 12-hour shift schedule consisting of 4 shifts: day and night shifts across weekdays and weekends. Each two-week period, this results in an alternating three and four regularly scheduled days off in a row.

WHAT YOU WILL BE DOING

As a State certified Police & Fire Officer, you are responsible for law enforcement, firefighting, and medical first response at the Ted Stevens Anchorage International Airport.

Once hired, you will eventually be enrolled in an Alaska Police Standards Council (APSC) recognized training academy as you work towards your Police Officer certification. Successful candidates will also receive certification through the Alaska Fire Standards Council (AFSC) by successfully completing the Fire Fighter I and II programs. Fire Academies are held at the Anchorage Airport Fire Department. In addition to these, we will provide you with specialized training only offered by the State as an Aircraft Rescue Fire Fighter (ARFF) and other training to include BLS (Basic Life Support), CPR (Cardio-Pulmonary Resuscitation) and State of Alaska ETT (Emergency Trauma Technician). All this training is provided for you by the Department at no cost.

Once you have obtained all your certifications, you will begin in-the-field training (FTO) with a senior officer. All training, including the FTO process, typically takes about 12-14 months. 

After all certifications and training are complete, you will join our team, working in shifts, to keep your fellow Alaskans safe on their travels. The opportunity and challenge of tackling three diverse jobs – encompassing law enforcement, firefighting, and emergency medical services – are unique and rewarding.

POLICE 

Airport Police and Fire officers are State of Alaska certified law enforcement officers. They face a wide variety of law enforcement responsibilities, from enforcing municipal and state laws, to assisting the traveling public, as well as networking with and assisting a myriad of diverse agencies. Special emphasis is placed on supporting the regulations and policies of the Transportation Security Administration. Providing a "community-oriented service" is valued and emphasized. Officers are the primary law enforcement response for the terminals, airport roadways, Lake Hood Seaplane Base & Airport jurisdiction.

In addition, Anchorage Airport Police is the only law enforcement agency in the State of Alaska that holds CALEA Accreditation. CALEA is a nationally recognized commission created by the International Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives, the National Sheriff's Association, and the Police Executive Research Forum to hold member agencies to a set of standards that demonstrate a commitment to transparency and serving the community.

FIRE

One of the primary responsibilities of being an Airport Police and Fire officer is providing firefighting and rescue services in the event of an aircraft (large or small) incident at the airport. Officers are required to operate large and complex firefighting vehicles. They must possess proficiency with various firefighting and rescue tools. Officers are trained to work as part of a team and must be able to function efficiently at a high level. Additionally, officers are required to respond to a wide variety of other firefighting emergencies such as structure and equipment fires, and water rescue incidents.

EMS FIRST RESPONDER

The Airport Police and Fire Department provides basic emergency medical services to the public. Officers must be prepared to handle a wide range of medical emergencies in an often-challenging diverse climate and environment. Officers are certified as an Emergency Trauma Technician (ETT) and certified in basic life support (CPR) and automated external defibrillation (AED). Other training includes triage for any mass-casualty incident that may occur.

In addition to the position's minimum qualifications and department requirements listed below, applicants must fall into one of the following categories to qualify as a lateral:

  • Police Lateral -- Minimum of one year experience as a Law Enforcement Officer and holding an active Police Certification issued by the Alaska Police Standards Council OR a certification from a jurisdiction outside the State of Alaska that is recognized by the Alaska Police Standards Council. Out of State applicants can refer to this State of Alaska memo on Police Certification Reciprocity.   • Firefighter Lateral -- Minimum of one year experience with an Aircraft Rescue Fire Department or in an ARFF Military Occupational Specialty and holding International Fire Service Accreditation Congress (IFSAC) certifications in Firefighter 1, Firefighter 2, Hazmat Operations and Awareness, and Aircraft Rescue Firefighter (Airport Firefighter).

Airport Security Badge

Candidates for this position must be eligible for an airport identification badge in accordance with Transportation Security Administration (TSA) regulations (49 CFR 1542) (Download PDF reader) which requires fingerprinting and a criminal background check. The successful applicant must pass a fingerprint-based criminal history record check as well as a comprehensive background investigation, along with a Transportation Security Administration Security Threat Assessment.

APSIN Clearance

Candidates for this position must obtain and maintain Alaska Public Safety Information Network (APSIN) certification, which requires fingerprinting and a criminal background check. A felony conviction disqualifies a person from APSIN certification. Misdemeanor convictions may also disqualify a person from APSIN certification. The successful applicant must pass a fingerprint-based criminal history record check as well as a comprehensive background investigation.

Arms & Ammunition

This position requires the use of firearm or ammunition. If you have been convicted of a misdemeanor crime of domestic violence you may not hold a position in this job class in accordance with the Federal Omnibus Consolidated Appropriations Act of 1997 (PL-104-208). A "misdemeanor crime of domestic violence" means an offense that:

  1. is a misdemeanor under Federal or State Law; and
  2. has, as an element the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by a current or former spouse, parent, or guardian of the victim, by a person with whom the victim shares a child in common, by a person who is cohabiting with or has cohabited with the victim as a spouse, parent, or guardian of the victim. 

Minimum Qualifications

Airport Police & Fire Officer 1:

Eligible to obtain a basic certificate as a police officer issued by the Alaska Police Standards Council and as a fire fighter issued by the Alaska Fire Standards Council.

At the time of hire applicants must:

Be a citizen of the United States.

AND

Be 21 years of age or older.

AND

Possess a high school diploma recognized by a state; diploma from a home school program recognized or certified by a state or by a local school district within a state as having met the state's graduation requirements; or have passed a General Education Development (GED) test.

AND

Possess a valid driver's license.

Airport Police & Fire Officer 2:

Possession of or eligible to obtain a basic certificate as a police officer issued by the Alaska Police Standards Council.

AND

Possess Fire Fighter 1 and 2 certification issued by the Alaska Fire Standards Council;

AND

Successful completion of an intensive departmental law enforcement and aircraft rescue firefighting training program.

At the time of initial hire applicants must:

Be a citizen of the United States.

AND

Be 21 years of age or older within one year of hire.

AND

Possess a high school diploma recognized by a state; diploma from a home school program recognized or certified by a state or by a local school district within a state as having met the state's graduation requirements; or have passed a General Education Development (GED) test.

AND

Possess a valid driver's license. 

Special Note:

This class requires the use of a firearm. In accordance with the federal Omnibus Consolidated Appropriations Act of 1997 (PL-104-208), if you have been convicted of a misdemeanor crime of domestic violence, you may not hold a position in this job class.

As part of the selection process, an extensive background investigation will be conducted, including: a criminal background review; fingerprinting; medical, visual, hearing and psychological evaluations; a truth verification examination; and drug screening. Appointments will be made conditionally pending successful completion of all portions of the background process and the medical evaluation.

This job class requires the incumbent to be eligible to obtain a basic certificate as a police officer issued by the Alaska Police Standards Council. Incumbents are required to achieve certification within 13 months of appointment. Eligibility requires that the incumbent has:

Never been convicted of any felony or a misdemeanor crime of domestic violence by a civilian court of this state, the United States, or another state or territory, or by a military court.

During the past 10 years, not been convicted (by a civilian court of this state, the United States, or another state or territory, or by a military court) of a crime of dishonesty or crime of moral turpitude.

During the past 10 years, not been convicted (by a civilian court of this state, the United States, or another state or territory, or by a military court) of a crime that resulted in serious physical injury to another person.

During the past 10 years, not been convicted (by a civilian court of this state, the United States, or another state or territory, or by a military court) of two or more DUI offenses.

Never illegally manufactured, transported, or sold a controlled substance (unless under the age of 21 at the time of the act and the act occurred more than 10 years before the date of hire).

During the last five years, have not illegally used a Schedule IA, IIA, IIIA, IVA, or VA controlled substance (unless under the age of 21 at the time of using the controlled substance; or an immediate, pressing, or emergency medical circumstance existed to justify the use of a prescription controlled substance not specifically prescribed to the person).

During the year before hire, not have used marijuana (unless under the age of 21 at the time of use).

Have not been denied certification, had basic certification revoked or suspended, or have surrendered their basic certificate, in this state or another jurisdiction, unless the denial, revocation, suspension, or surrender has been rescinded by the council under 13 AAC 85.110 or by the responsible certifying agency of the issuing jurisdiction.

Are not under suspension of a basic certification in another jurisdiction, for the period of the suspension, unless the suspension has been rescinded by the responsible certifying agency of the issuing jurisdiction.

The hire process typically takes about 5 - 7 months before selections are made, but the Lateral process can be expedited. The lateral application process does not have a fixed start date like Recruit applicants. The department will work with the lateral applicant to determine when we can set a hire date and determine a Field Training Schedule and/or any required training to obtain reciprocity with APSC for Police certifications or AFSC for firefighter certifications.

Our hiring process is extensive and will require you to gather ALL your current and past personal information and employment/residential history. APSC requires you to provide at least 10 years of background history.

Current certificates in FFI, FFII, ARFF, EMT or a lateral Police Officer's number of years of service will determine a lateral applicants increased pay step placement. Our hire process is broken into distinct phases: 

Phase 1 (Online Workplace Alaska Application): Your Application needs to be completed entirely with no blank areas (i.e. Education, Job History, Skills, Certificates/License, and References). We will be contacting lateral applicants who have submitted a detailed and complete application to move them onto Phase 2 of the process.

Phase 2 (Background Application, Physical Agility Test, and Written Test): Upon review and approval of your online application, you will be emailed a request from Guardian Alliance Technologies to complete a background application and provide all the necessary forms. You will be required to submit additional supporting documents with your background application:

  • Copy of current valid driver's license
  • Copy of Birth certificate/Naturalization certificate
  • Copy of High School Diploma/GED Diploma or Official Certified Letter of Graduation (applicable if diploma unavailable)
  • Official High school/GED transcripts
  • Official College transcript(s) for all post-secondary education you have attended (if applicable)
  • College Diploma(s) (if applicable - mandatory for degree pay incentive)
  • DD-214 & NGB-22 - Former military members must provide discharge or separation papers showing date and type of discharge for all periods of service for each branch of military (i.e. DD-214 Long Form and NGB-22 Form, which include the Separation and Reentry codes)
  • Active Military applicants need to provide a "Statement of Service"

Your background profile and all uploaded documents will be securely stored by Guardian Alliance Technologies. You will have 15 days after receiving your Guardian Link to provide all supporting documents.

You also are required to upload video evidence to your Guardian Profile that you are able to meet the minimum Physical Agility Test (PAT) standards. This test can be proctored by an adult at a local gym, or any adequate outdoor or indoor facility. Any videos that do not follow the requirements outlined in the instructional video will not be accepted.

The minimum standard for the Physical Agility Test are:

  • 21 pushups
  • 30 sit-ups in 1 minute or less
  • 1.5 mile run in 15:31 minutes or less

Once your Guardian Personal History Questionnaire, all supporting documents, and PAT are at 100% completed, you will then be emailed a link to complete the written test through Fire & Police Selection, Inc. (FPSi). This test is completed online and the email will include all information and requirements to take the test.

Once more, applicants have 15 days to successfully complete their background Guardian Profile, upload their video PAT, then be scheduled for the online FPSi test.

Phase 3 (Oral Board Interview & Preliminary Background Investigation): An applicant that has moved into Phase 3 will receive an email invitation to schedule an Oral Board Interview. This is a professional interview with a board of department members ranging from senior officers, supervisors, and command staff.

At this phase, department investigators will also begin the applicant's Background Investigation process. For lateral applicants outside the State of Alaska or in a location remote from the city of Anchorage, please see the "out of State applicants" section below.

Conditional Offer

Applicants that successfully complete the first three phases will be provided with a conditional job offer and advance to the additional phases, which include:

  • Phase 4: Continued background investigation
  • Phase 5: Psychological written test and interview 
  • Phase 6: Computerized voice stress analysis
  • Phase 7: Medical examination

FLEXIBLY STAFFED

This is a flexibly staffed position with the opportunity to advance to the Airport Police & Fire Officer II level upon management's assessment that the incumbent is performing adequately and has successfully completed training as an Airport Police & Fire Officer I (APFO 1). When an employee advances from APFO 1 to APFO 2 status, this constitutes moving from pay range 75 to 77.

OUT OF STATE APPLICANTS

LATERAL ADVANCED PAY STEP PLACEMENT

Upon hire, a new employee may be placed up to Step D on the pay schedule based on years of experience as a certified Law Enforcement Officer or Aircraft Recue Firefighter. Lateral applicants may also potentially have a shorter probationary period, meaning it is possible to complete probation in less than a year and go from APFO I to APFO II, having an associative effect on their pay grade of 75 to 77 respectively.
