POSITION PURPOSE

To provide professional level human resources (HR), payroll, Workday, recruiting/hiring, compensation, regulatory compliance (FLSA, FMLA), and fellowship and scholarship management in support of the Department of Civil and Environmental Engineering.

Responsible for managing related Workday activity and advanced reporting and auditing on personnel, costing allocations and HR/Compensation actions for the department. This professional level position has substantial responsibility for exercising discretion and independent judgment in executing and discharging personnel functions and ensuring regulatory compliance with department, College of Engineering (COE), and University of Washington policies that govern these functions. High level of professionalism and discretion is a must. This position will report to the department Administrator.

Position Complexities:

The position is required to have an applied knowledge of an array of dynamic staff human resources rules, requirements, policies and processes, and entry-level understanding of academic human resources. The impact of the HR Manager’s role in advising, enacting and monitoring the human resource management of multiple personnel is significant given the role played in career advancement, performance, and compensation.

The HR Manager works with the department Administrator to provide HR support requiring independent judgment, analysis, and discretion in effecting and executing personnel actions. This position is the first point of contact for designated staff HR, payroll, and Workday inquiries and executes actions related to employment, classification, payroll, staff leave of absences, FTE, promotions, onboarding, compensation, position changes, separation, etc. This position delivers services that are timely, accurate and highly attuned to the fast-paced university environment. The HR Manager must not only be an expert Workday user but also possess a thorough knowledge of HR policies, procedures, principles and practices.

Position Dimensions and Impact to the University:

The Department of Civil and Environmental Engineering (CEE), a unit within the College of Engineering at the University of Washington, seeks a full-time HR Manager to support over 300 paid employees, including approximately 43 full time faculty, 80 affiliates and lecturers, 51 classified and professional staff employees, and 175 student employees and fellows. CEE maintains an internationally recognized research program with six research areas, numerous academic programs, and multiple research and testing laboratories spread across five buildings. Civil and Environmental Engineering continues to be recognized as one of the world's premier programs in our field, with both undergraduate and graduate programs of the department ranking in the top 20 in polls such as US News & World Report, National Research Council, and the Gorman Report. This position will also support a vibrant, diverse, and growing academic community of more than 750 undergraduate and graduate students, spread across two undergraduate degrees and six master’s degrees/tracks, and a PhD program. CEE has a state appropriation of approximately $7 million per year, grants and gifts approximately $15-20 million per year, and revenue of approximately $1 million from four professional master’s degrees and two non-credit programs.

This position is vital to the success of the department in achieving its educational and research missions. The role involves the ability to orchestrate high volumes of operational activities, understand the complexity and diversity of key knowledge areas, apply expert judgment and decision making.

To perform these responsibilities, the person in this position must possess excellent knowledge of the University's complicated HR system for employment options. This position must be able to interpret and apply University, COE, and department hiring policies and procedures, while maintaining compliance with applicable union agreements. The person in this position regularly exercises discretion and independent decision-making authority. The work environment is dynamic and interesting and requires the ability to quickly determine priorities and to make sound decisions while multi-tasking. The HR Manager is expected to provide a respectful, supportive and confidential environment for all employees.

This position will independently analyze requests for new positions, anticipate issues that need to be addressed and using independent judgment, recommend the best possible employment option(s). This position serves as the primary resource for supervisors wishing to hire a new employee. It is this position's responsibility to counsel and guide the supervisor through the UW Hiring process. This position must also educate faculty on HR policies and supervisory responsibilities (an on-going process).

DUTIES AND RESPONSIBILITIES

Staff HR Operations (30%)

Ensure compliance with department best practices, and College of Engineering (COE) and UW policies and procedures and maintain knowledge of union agreements.

Respond to inquiries and resolve problems in areas such as benefits eligibility, tuition payments or exemptions, leave administration and compensation.

Independently respond to questions from CEE employees and UW administrative offices regarding human resources issues.

Seek advice from the Administrator as appropriate.

Manage all relevant Workday processes, working competently and collegiately with ISC contacts, department supervisors, budget managers, and Administrator and Chair.

Produce and utilize Workday reports to establish effective auditing and tracking procedures to ensure correct functioning of payroll, compensation and personnel actions.

Interpret leave policies and procedures for department employees (including Administrator/Chair, supervisors, and employees).

Manage and provide content expertise on Workday Time and Absence entry and reporting, including standard leave and extended leave situations.

Advise employees on collection/routing of the necessary documentation for extended leave situations (PFML, FMLA, etc).

Partner with the Administrator to manage the annual merit considerations for faculty and staff as well as other salary reviews and adjustments throughout the year.

Track performance evaluation compliance and provide guidance to supervisors regarding performance management and reviews.

Compile and develop various staff personnel narratives for salary adjustments (in-grade, reclassification).

Backup Assistant to the Chair and Budget Manager with visa applications and VISIT/VISER appointments, including preparing visa application and renewals, including J-1 and H-1B, and troubleshoot issues with International Scholars Operations (ISO) and/or COE HR. Tracks and reports status of visa expirations and possibilities for renewal including cost to department.

Work with persons coming from outside the U.S., for employment with UW, preparing visa applications,

Assist the prospective visa holder with logistics required to work in the US, the UW and the department.

Staff Recruitment/Hiring (25%)

Manage recruitments from conception to hire for all temporary and permanent staff positions.

Advise hiring managers on recruitment strategies and best practices.

Develop and implement policies and procedures to streamline the hiring process.

Compose and/or review and advise on job descriptions, classify positions based on descriptions and determine the appropriate pay range in consultation with the supervisor, and when necessary, Administrator, COE HR, and UW HR.

Enter positions and job requisitions into Workday and collaborate with supervisor, COE, UW Human Resources, and Compensation, and Total Talent Management throughout the recruitment process.

Apply department, COE, and University equity and other measures when working with supervisors on salary offers and negotiations, seeking advice from Administrator and COE HR as appropriate.

Write and issue new hire confirmations letters, ensuring all necessary elements are included in accordance with department, COE, and University rules and procedures.

Responsible for ensuring compliance with university and department HR policies, as well as applicable state and federal laws throughout the recruitment and selection processes.

Provide backup to Assistant to the Chair and Administrator for recruitment/hiring and Workday entry for academic personnel.

Student Appointments and Scholarship Disbursement (20%)

Manage quarterly student appointment process for over 100+ graduate students, including providing information and advising faculty and department leadership on different student appointment types identifying strategic pathways for achieving the highest level of aid and benefit to the student and department.

Issue employment and fellowship offer letters to students, in accordance with UW policies and in compliance with UAW ASE union agreements.

Manage Workday entry for student appointments, ensuring health benefits and tuition coverage deadlines are met.

Assist students with navigating HR policies and accessing benefits, including helping students apply for GAIP self-pay insurance coverage, as necessary.

Partner with fiscal team and academic services staff to set up and disburse scholarship and fellowship funding to students to ensure proper coverage such as tuition waivers, and insurance.

Payroll (20%)

Oversee costing allocation input, support and advise CEE budget managers by troubleshooting issues and reaching out to the ISC to resolve problems, and handle payroll accounting adjustments as well as Employee Compensation Compliance.

Review and complete payroll documentation required to onboard all new employees, which includes completing SSN/ITIN verification forms or applications, I-9 review, managing GLACIER, completing E-Verify, coordinating background checks, etc., as necessary.

Identify overpayments and underpayments and process corrective actions. Work with ISC to process retro payments, obtain emergency checks, and to calculate and collect overpayments.

Records Management and Process Improvement (5%)

Manage confidential personnel files, maintaining up to date information and storing files in accordance with UW records management policies and confidentiality protections.

Participate in department committees and special project teams for the department to support office administration, morale, and operational efficiency.

Serve as the primary department expert in extracting reports and data from Workday and other systems. Provide assistance to Administrator, faculty committee chairs, department Chair, and others to run and analyze report data for personnel appointments.

Participate in campus-wide human resources meetings and workgroups and relay information to department leadership, supervisors, and employees.

Establish, maintain and support effective systems, records and tools in order to be a key player in continuous process improvement efforts for the department.

Partner with the Administrator and Assistant to the Chair to develop, modify, and archive department human resources policies and procedures.

Oversee the integration of UW and COE policies and procedures to ensure consistency across topics. Oversee the posting of information on the department intranet.

Create and maintain effective templates, user manuals, spreadsheets and tracking tools to improve organization and effectiveness of HR/Payroll functions for the department, including maintaining up to date templates for offer letters (classified, professional and senior fellow appointments), separation checklists, onboarding and visa procedures, hiring checklists and tracking spreadsheets/ tools.

Partner with the Administrator to design and implement onboarding and offboarding processes for staff.

Provide guidance to supervisors and CEE leadership and collaborate with UW leaders, colleagues, and campus partners to effectively address diversity, equity, and climate issues as it relates to human resources and recruiting.

MINIMUM REQUIREMENTS

Bachelor’s degree in HR, Business, Public Administration, Communication, or related field

2-3 years Human Resources experience.

ADDITIONAL REQUIREMENTS

Ability to prioritize duties, work effectively with interruptions in a fast-paced environment, and manage multiple and often competing deadlines.
