The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by Tetra Tech, a leading consulting firm based in the United States. 

USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is currently in the fifth year of implementation and will run through June 2025. 

Position summary & job purpose 

Tetra Tech has an opportunity for an Administrative Assistant who will be responsible for a timely provision of administrative, logistical, and communications services to the ESP Support Team for the Ministry of Reconstruction, Territories and Infrastructure of Ukraine (MIU). The Administrative Assistant will ensure coordination and effective sharing of information and resources within the team. This is a long-term position, embedded in the Ministry of Infrastructure of Ukraine for the period of 1 year with the possibility of extension for another term. This position will be based in the office of Ministry of Reconstruction, Territories and Infrastructure of Ukraine in Kyiv, but it may involve occasional travels. Learn more about the ESP here.

Position responsibilities:

  • Assist in logistical arrangements for MIU and ESP team members for participating in various events and meetings as requested. Ensure a clear communication process is established to gather necessary information from team members, and maintain a comprehensive system for tracking travel and event logistics.
  • Assist in organizing meetings, events and training sessions, coordinating logistical arrangements, maintaining schedules, and managing correspondence.
  • Greet and assist visitors, including developing a protocol for handling visitors, and a system for notifying relevant team members of scheduled appointments and ensuring a smooth visitor experience.
  • Support the preparation of meeting notes, briefing information, talking points, technical presentations, reports, papers and other documents in coordination with relevant MIU and ESP team member.
  • Assist in handling inquiries and facilitating communication within the team and with external stakeholders.
  • Work with team member on facilitating documents delivery, processing, and signing.
  • Assist with reviewing, printing, scanning, organizing, storing, managing, distributing and tracking of team members’ documents.
  • Oversee postage, courier services and document exchange between team members, vendors, clients, and etc.
  • Other duties as assigned. 

Minimum Qualification:

  • Bachelor’s or Master’s degree, preferably in Business Administration or Public Administration or any related field.
  • Three years of relevant experience.
  • Prior experience with USAID-funded projects.
  • Proficiency in computer applications including MS Office: Word, Excel and PowerPoint.
  • Must be a native Ukrainian language speaker, and able to speak, read and write in English.
  • Excellent writing and communication skills, able to communicate complex information and deliver verbal and written messages effectively.
  • Good analytical and problem-solving skills.
  • Strong organizational, teamwork and technical skills.
  • Must be able to manage several tasks simultaneously and re-prioritize as necessary.
  • Must work effectively under deadlines, both independently and as a team member.
  • Must be able to produce accurate and complete documents in a timely manner.
  • Must have excellent listening skills and highly developed sense of responsibility and commitment to customer service.
  • Must handle sensitive information with discretion and adhere to any confidentiality policies and data protection regulations.
  • Experience working on USAID or other international donor-funded projects.
