The Deputy Human Resources (HR) Manager will be primarily based in Baghdad, Iraq and will serve in an active and influential business advisor role with program management, utilizing resources to aid in accomplishing operational requirements. The Deputy HR Manager will support PAE operations for the U.S. Department of State and/or U.S. Department of Defense missions. This position will be responsible for providing HR support to the PAE Iraq program workforce, assisting with the management of employee relations, tactical and administrative functions of Human Resources, and participating in continuous improvement initiatives.  The Deputy HR Manager will report to the Iraq Senior HR Manager.  The successful candidate will be part of a collaborative team responsible for implementing HR initiatives and establishing HR functional excellence.  The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

DUTIES:

Under general supervision of the Senior HR Manager, will perform a wide variety of professional human resource services including Employee Relations, Employee Data, Personnel Files, HR Reporting, Leave Management, Mobilization/Demobilization, Travel, Recruiting and On boarding, Training, Communications, Career Development, Performance Management, Succession Planning and HR Metrics.

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.  Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Takes action during Senior HR Manager’s absence and uses initiative and judgment to see that all human resource matters requiring immediate attention are handled in a manner so as to minimize effect of absence.
  • Be familiar with all HR related policies and processes and be able to clearly communicate them to an international workforce.
  • Utilizing his/her expert investigative skills in employee relations investigations, actively integrating with corporate legal and ethics entities.
  • Assist with management of the tactical, administrative functions of the HR Department.
  • Partner with recruiting and workforce teams in WDC, Dubai, and Iraq on job descriptions and other staffing related actions including maintaining staffing metrics.
  • Administer and assist with all aspects of full life cycle of staff – hiring, onboarding, development, performance management, discipline, termination.
  • Administer and assist with LWOP, DBA/Workers Compensation and other programs, policies, and processes.
  • Assists the Senior HR Manager in coordinating, developing and presenting human resource related training and coaching programs to management and employees; creates and maintains detailed spreadsheets used to track personnel data.
  • Leverages broader HR team resources to drive change in leadership and organization development, and performance management.
  • Provides HR guidance, coaching and support to Program Management and personnel, partnering with Corporate HR to implement program-wide HR initiatives.
  • Assists in the development and improvement of HR procedures, guidelines, employee and management tools.Advises employees and distributes information same.
  • Establishes and implements appropriate systems to provide necessary HR metrics; to include weekly metrics as a deliverable to program management.
  • Additional tasks and special projects as assigned.

REQUIRED QUALIFICATIONS:

Citizenship: US Citizenship is required

Experience:  8+ or more years of managerial experience in an HR Department, performing three (3) or more HR functional processes: recruiting and staffing, EEOC and compliance, benefits, compensation, and training and employee development.  Minimum 5+ years of employee relations experience with focus in full life cycle of investigations. Minimum 2+ years or more of experience in an international environment.  2+ years or more of experience supervising HR staff personnel.  Experience working with Americans, Third Country Nationals/Foreign Nationals, and Local Nationals.

Security Vetting: Already possess a US Government issued security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.

Medical: Favorable passage of a drug screen and successfully complete and pass the medical and dental examinations as required by PAE and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

Licenses and Certifications: Valid drivers’ license from Home of Record.

Language Skills: Expert professional, oral and written English communication skills, to present, facilitate and disseminate information and to adhere and comply with safety, health, and security measures.

Work Ethic: Commitment to maintaining a high performance team which delivers customer service excellence.

Education:  Graduation from an accredited college or university with a bachelor's degree in human resources, business administration, public administration or related field, plus four (4) years of responsible human resource related experience or equivalent combination of education and/or experience.

DESIRED:

  • SHRM or HRCI Certification desired but not required.
  • OCONUS contract; knowledge of Department of State and Department of Defense contracts.
  • Experience in strategic planning and business partnering.
  • Workday HRIS and CostPoint experience.

OTHER KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of ALL HR principles and processes, with exposure working with Operations and Maintenance, Logistic, and Life Support related programs, including employee relations, compliance, personnel policies & procedures, retention, employee recognition, performance management, LWOP management, benefits administration, and other aspects.
  • Successful experience supporting Human Resources responsible for multiple sites in geographically dispersed locations.
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports.
  • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures. Ability to communicate effectively verbally and in writing; establish and maintain effective working relationships with employees and the public; apply general principles effectively to specific conditions.
  • Exercise sound judgment and make decisions independently.
  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.Ability to appropriately plan and organize; administer and prioritize; monitor and evaluate the work flow of projects and activities.
  • Expert computer skills, specifically in Microsoft Word and Excel.
  • Must have the ability to be innovative and be an agent for change.
  • Resistance to stress. Ability to maintain composure and communicate effectively under stress; ability to perform effectively under competing and/or conflicting demands on time and self; skill and tact in dealing with others.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
