UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment. 

UN Women Bangladesh Country Office works on Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA) supporting disaster and climate-vulnerable women from the most disaster-prone parts of the country and generating knowledge through series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization and determine ways in which achieving gender equality can lead to a more resilient and empowered Bangladesh. 

UN Women jointly with UNEP is implementing a regional programme “EmPower: Women for Climate-Resilient Societies” to strengthen gender equality in disaster risk reduction and climate change actions in Asia and the Pacific. The three year project (2023- 2025) aims for women and marginalized groups in three countries : Bangladesh, Cambodia, Vietnam to become more resilient to the adverse impacts of climate change and disasters. The approach is to generate knowledge on gender and climate change, enhance capacities of relevant government entities at national and local level through producing tools, and capacity building training. Also, the project will strengthen the leadership capacity of women led CSOs in locally led climate change adaptation. 

Reporting to Programme Specialist, DRR-CC-HA, the Programme Analyst- Gender and Climate Change will support implementation of the regional programme ‘EmPower’: monitor the implementation progress, analyze results achieved during implementation, produce reports, and support the appropriate application of systems and procedures. 

S/he will work in close collaboration with the programme and operations team, UN Women Regional staff, government officials, development partners and civil society organizations ensuring successful implementation of the project in Bangladesh. 

Duties and Responsibilities

1. Provide technical support to the implementation and management of the project: EmPower 

  • Coordinate regularly with Regional Office for the implementation of the project; 
  • Provide inputs to the annual workplans and budget;
  • Coordinate and monitor the implementation of project activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner narrative reports;
  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required.

2. Provide technical assistance and capacity development support to project partners

  • Provide technical support, and oversee the implementation of project activities with GoB and NGO partners; 
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

3. Provide technical inputs to the monitoring and reporting of the project 

  • Monitor progress on project activities, results and indicators;
  • Monitor the implementation of project activities by responsible partners;
  • Provide inputs to quarterly reports and annual reports of the project, donor reports and other reports on outputs and outcomes.

4. Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to climate change and gender equality; 
  • Coordinate and support the organization of advocacy activities and campaign events, training, and workshops;
  • Provide inputs to the development of knowledge products on climate change and gender equality;
  • Provide inputs to relevant documentation such as project summaries, study papers, concept notes, speeches, and partners’ communication materials;
  • Provide support to interagency coordination on climate change and DRR issues.

5. Contribute technically to the development of programme strategies in the area of climate change and gender equality

  • Provide technical inputs to the design and formulation of project proposals and initiatives related to climate change and gender equality; 
  • Support integration of the Climate Change and gender equality issues in the national gender and climate change planning and policies.

Required Skills and Experience

Education and certification

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • Minimum 1 year of relevant work experience in development project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the climate change related project is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and Bangla is required;
  • Knowledge of the other UN official working language is an asset.
