King County Metro Transit’s Finance & Administration Division is actively seeking an exceptional candidate to fill the role of Senior GIS Specialist within its Enterprise Asset Management Section. In a highly matrixed structure, the position will report to the Director of Asset Management and work closely with a group of professionals from Metro internal divisions, KCIT GIS Center and external consultants.

The Senior GIS Specialist performs complex GIS application programming, project management, complex business and systems analyses for internal and external customers. Incumbents manage the content, integration, and optimization of complex spatial databases, and works with KCIT GIS Center professionals to provide the final level of internal problem resolution for GIS issues for Metro. The Senior GIS Specialist, recognized as a technical expert, collaborates with the KCIT GIS Center and represents Metro in leading the development and implementation of GIS asset requirements and is crucial in integrating these requirements with Metro's Enterprise Asset Management (EAM) Solution.

Position Information

This recruitment will be used to fill one (1) career service opening. This recruitment may be used to generate a list for future Career Service, Term Limited Temporary (TLT), and Special Duty Assignment (SDA) positions that may occur in this classification (GIS Specialist-Senior). The eligibility pool list would be valid for up to 12 months upon creation for use at the discretion of the hiring authority. 

Job Duties

As the Asset Management, Senior GIS Specialist, you will: 

  • Serve as a technical expert/specialist for EAM and Asset Management related GIS technologies, spatial data management and governance.
  • Coordinate activities related to the implementation and ongoing maintenance of the GIS interface with EAM.
  • Manage internal/external teams to collect asset geospatial information (locations and attribution) through projects, i.e. asset tagging project.
  • Document and maintain EAM/GIS integration functional and data requirements documentation and artifacts.
  • Work with the EAM implementor, consultants, internal stakeholders and KCIT GIS Center as needed, to complete the asset registry with GIS geometry and attributes.
  • Conduct GIS analysis such as spatial joins and other geoprocessing, heat maps, and create interactive maps for Metro assets.
  • Provide ongoing project management for additional GIS features, layers and tools to support Asset Management.
  • Provide ongoing monitoring of the performance between GIS/EAM, including mobile applications and other interfaces.
  • Define and maintain cartographic standards for Asset Management related GIS map products that meet Metro and KCIT policies and standards.
  • Manage multiple projects; develop project requirements, execution plans and scopes of work.
  • Coordinate GIS services with County professionals.
  • Provide quality assurance and quality control for projects involving consultants.
  • May develop and test data disaster recovery plan.
  • May promote GIS services to client base and manage customer relationships.
  • May develop and provide GIS training.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have: 

  • A bachelor's degree or completion of graduate program in GIS, geography, civil engineering, construction management, transportation planning, or a closely related field, AND At least six years of work experience in GIS analysis. OR Any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.
  • A GIS certificate.
  • Advanced knowledge of GIS data management and governance practices.
  • Advanced skill in application of current GIS technologies.
  • Advanced knowledge of GIS application development and programming and/or GIS related technologies.
  • Advanced knowledge of GIS production of complex cartographic and other spatial data displays.
  • Advanced project management, planning and organization and customer service skills.
  • Analytical, problem-solving and troubleshooting skills.
  • Skill in analyzing customer systems and business needs.
  • Skill in training users in GIS products.
  • Skill in promoting GIS products and services.
  • Skill in conveying technical information to non-technical users.
  • Skill in handling multiple competing priorities.
  • Skill in conducting analytical studies and generating dynamic reports using Power Bl.
  • Able to communicate effectively, including the effective use of visuals.
  • Able to work well and respectfully and establish and maintain effective working relationships with a variety of diverse individuals with varying opinions and backgrounds.

Highly competitive candidates will have (desired, but not required): 

  • PMP certificate or project management certificate.
  • Experience with and knowledge of Enterprise Asset Management Systems.
  • GIS analysis experience within a large organization with matrixed workgroups.

This position is open to all King County employees and the general public.

Other Position Information

This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.

Union membership: This position is not represented by a union. 

The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
