Section Head Employee Relations (Contract Labour) on Job Band 10

Contract Workforce Management.

1. Prepare annual Contract labour budget and on regular basis consolidate and review contract workforce requirements of all departments. 2. To ensuring the availability of Contract Labour as per approved manpower and the proper deployment of Contract Labours , Awarding Contract Agreement, timely billing processing, compliances under various laws i.e. Factory Act, Contract Labour Act etc. 3. Issuance/Re-issuance of ID card to al Contract workmen being deployed basis due diligence wrt Age ,Medical certificate, Police verification ESIC & PF Code, Bank account number etc. 4. Communication with the contractor to ensure proper and desired skilled CW deployment and Organize awareness program of various Govt. schemes to the Contract Labours. 5. Prepare MIS data pertaining to Contract Workforce deployment. 6. Organize monthly Contractor meetings and action plan implementation. 7. Interprets, implement and enforce company’s policies in relation to contract workforce management. 8. Implementation of CLM Automation to reduce manual interface and tracking various abnormalities and do the corrective action to avoid the non-compliance and report generation.

Statutory Compliances- CLM

1. Ensure compliance of rules and regulations as prescribed in Contract labour Act. 2. Issue form V to contractor for deployment of contract labours. 3. Ensuring 100% compliance of acts (Monthly, Half-yearly and Yearly returns) as per applicable laws and group guidelines. 4. Ensure such compliances, as applicable, are also being done by Contractor 5. To ensure distribution of wages by 10th of every month and resolving the 6. payment disputes if any thus make arrangement of meeting to meet statutory requirement. 7. Verified contractor bills and sent to account department as service metrics 8. To ensure proper calculation of Bonus & Leave, based on criteria, and disbursal of the same within the timeline. 9. To ensure proper deduction and deposition of PF & ESI amount by contractors and deposition in Govt Treasury. 10. Closely follow the changes in regulations done by authorities & adjust compliance accordingly. 11. All Statutory details updated in RCM Software as per due date

Industrial Relation and Discipline-

1. Handling workmen /contract workmen related grievances through shop floor walks and Having regular dialogue with all the contractors to resolving their issues on daily basis. 2. Enforcing discipline among the contract workers and especially contract workers regarding Helmet wearing and adherence of safe practices. 3. To persuade contract workers for avoiding cigarette, bidi, tobacco, Gutka etc. in the plant premises during duty hours. 4. Issuance of the Warning or show cause letter to the contractors for the non-compliance, Indiscipline and Violation of the company’s rules and regulations. 5. Disciplinary action on ground of absenteeism and others. 6. Support to department head in respect to minimize Trade Union Related issues.

Time Office & Payroll

1. Leave, attendance & Payroll Management with timely disbursement of wages 2. Timely submission of statutory dues PF & ESIC, TDS, NPS, Superannuation, etc. 3. New employee enrolment in PF & ESIC,NPS, Superannuation, etc. 4. Full & Final Settlement of separated employees 5. Exposure of Budgeting 6. Fulfil the Statutory returns Annual /Half yearly 7. Liaison with Government Officials 8. PF & Pension settlement 9. Exposure of Long Term Settlement with Trade Union 10. Manage employee welfare items
