Project Description 

The purpose of the USAID Guinea Integrated Governance Activity (GIGA) is to strengthen the social contract between citizens and their local government structures through transparency and accountability relationships in the delivery of critical public goods and services to local communities. The two primary objectives of GIGA are: 

  1. More effective and efficient local governments deliver quality public services in a more inclusive, equitable, and transparent way, and are accountable to the citizens; and.
  2. Capable and organized local civil society organizations (CSO) and a better-informed citizenry engage in local development, demand quality services, and play a third-party monitoring and a watchdog role on local governments’ effectiveness, transparency, and financial accountability in fulfilling their mandates. 

Position Description 

RTI is seeking a Citizen Participation Advisor for the USAID-funded GIGA project. The Citizen Participation Advisor will be responsible for the project goals of increasing citizen participation in local development, allowing them do demand quality services. Extensive travel throughout Guinea over the life of the project may be required. 

This position will be based in Conakry, Guinea and will report to the Deputy Chief of Party (DCOP). Position is contingent upon award and funding. 

Responsibilities

  • Facilitate, coordinate, track, and report on the engagement of citizens in all components of GIGA. 
  • Strengthen the individual and institutional capacities of citizens/CSOs for civic engagement and third-party monitoring, ensuring sustainable skills’ building and knowledge application. 
  • Improve citizen knowledge and demand of quality service delivery and accountability. 
  • Support citizen engagement through grants, mentoring, and other enabling activities. 
  • Provide recommendations for adaptive solutions to overcome technical challenges. 
  • Provide technical support, coordination, and oversight of the project. 
  • Work with the Chief of Party, DCOP, and program staff to ensure technical and implementation coordination across Objectives. 
  • Perform other duties as assigned. 

Qualifications

  • Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, or equivalent combination of education and experience.
  • Stated experience in working for or with civil society to drive a reform agenda. 
  • Demonstrated effective training, capacity building and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills. 
  • Stated experience in community mobilization and civic engagement. 
  • Expertise and prior experience working on internationally funded governance programs in the areas of decentralization, local government strengthening, public service delivery, or civil society strengthening. 
  • Demonstrated ability to work with a wide range of government and civil society stakeholders and private sector partners. 
  • Excellent communication and interpersonal skills. 
  • Ability to travel and work in difficult terrain/conditions at times. 
  • Proficiency in French and English is preferred.
