The overall objective of the programme is to prevent HIV, STIs and viral hepatitis infections and to reduce the HIV, STIs and hepatitis related morbidity and mortality. The objective of the country level programme is to assist the Ministry of Health (MOH) and in particular the National AIDS Programme and National Hepatitis Control Programme to develop and sustain appropriate HIV, STIs and hepatitis prevention and care interventions with focus on the health sector response as integral part of the country's endeavor to achieve the Universal Health Coverage (UHC) and health related Sustainable Development Goals (SDGs). Most relevant health SDGs include; ending the HIV epidemic as public health threat by 2030 according to the SDG Target 3.3; moving toward the elimination of the viral hepatitis by 2030 in line with the SDG target 3.3; and prevention and treatment of substance abuse in line with SDG target 3.5. The country level programme also assists for the harmonization of national and international efforts to ensure that HIV and hepatitis treatment and care are scaled up while prevention interventions are accelerated enabling a comprehensive health sector response to HIV, hepatitis and STIs, leveraging and optimizing investments in UHC as outlined in the Global Health Sector Strategy (GHSS) 2022-2030 on HIV, viral hepatitis and STIs.
Under the direct supervision of the WHO Representative (WR) and with the broad guidance of Director Communicable Diseases, SEARO (CDS), the incumbent will:
1. Provide strategic and technical advice and support to the HIV and hepatitis programmes in the areas of prevention and care, giving particular focus to ensuring strong linkages and continuum of prevention, testing and treatment services including TB/HIV and STI/RTI, and building the capacity of national and sub- national levels: By assisting on various HIV and hepatitis prevention strategies and interventions proven to be effective including prevention interventions targeting key populations such as sex workers, men who have sex with men and people who inject drugs; By strengthening the capacity of community, public and private health systems and referral systems for providing access to and use of HIV and hepatitis testing and STI case management services; By supporting the country's efforts in expanding timely access to HIV and hepatitis treatment as well as services to address co-morbidities such as TB, drug dependence, and non-communicable diseases (NCDs) ; By providing technical advice for HIV and hepatitis strategic information activities including surveillance, modeling, monitoring, evaluation and operational research.
2. Provide technical assistance and coordination of the country efforts to respond to HIV and hepatitis in the development of policies, strategies, guidelines, training materials and quality assurance schemes on relevant technical and programmatic issues including: Prevention of HIV, STI and hepatitis transmissions especially among key populations; Reduction of harmful consequences of injecting drug use including opiate substitution treatment; Strengthening and expansion of blood safety programmes to cover remote areas and rural communities; ART expansion and monitoring including HIV drug resistance prevention and monitoring; Laboratory and overall health systems support concerning HIV and hepatitis; Procurement and supply management of HIV/STIs and hepatitis commodities; Surveillance, modeling, monitoring, evaluation, and operational research related to HIV and hepatitis; eHealth development for HIV and hepatitis programmes as part of overall health information system strengthening efforts; Continuum of prevention, testing and treatment for HIV and hepatitis including prevention of mother to child transmission and diagnosis and treatment of other co-morbidity such as TB, STI/RTI and NCDs; Improved multi- sectoral coordination and enhancement of national NGOs capacity to participate in the national response to HIV and hepatitis.
3. Assist in planning and implementation, monitoring and evaluation of HIV and hepatitis prevention, testing and treatment related activities of the National AIDS Programme, National Hepatitis Control Programme, and other concerned programmes and partners (including multilateral and bilateral agencies, national and international NGOs, academic institutions, civil society organizations, as well as relevant entities in other sectors: By supporting the '3 Ones Principle'; By strengthening the capacity of the national and sub-national stakeholders to manage the country's response to HIV and hepatitis including transition of service provision from NGOs to public sector; By supporting resource mobilization from various donors inside and outside the country as well as in participating in the negotiations and preparation for funding mechanisms; By helping to identify priorities and formulating plans of action; By advising on monitoring and evaluation of planned programmes and activities; By promoting integration of HIV and hepatitis response into the efforts to achieve the UHC and SDGs, and exploring and implementing measures to ensure programme sustainability; By participating and when indicated representing WHO in forums such as the Myanmar Health Sector Coordinating Committee (MHSCC) and Technical and Strategy Groups (TSGs).
4. Facilitate working cooperation among WHO, the MOH, multilateral and bilateral agencies including UNAIDS, international and national NGOs, academic institutions, civil society organizations, as well as relevant entities in other sectors.
5. Assist in the dissemination of technical strategic information on HIV and hepatitis including the information on the latest advances in research in these areas.
6. Assist in the preparation of project proposals for resource mobilization from potential donors including the Global Fund to Fight AIDS, TB and Malaria (GFATM) and US-Center for Disease Control and Prevention (CDC).
7. Lead and manage WHO HHS Team, and plan, implement and monitor WHO financial and human resources effectively and efficiently for supporting the country's response to HIV and hepatitis in close coordination and cooperation of concerned teams across the three levels of the organization.
8. Perform any other duties as assigned.
Essential: University degree in medicine with advanced university degree in public health.
Desirable: Training in epidemiology; training in the field of control of communicable diseases; training in other areas related to HIV and hepatitis (e.g., TB, Ageing, NCD, MCH)
Essential: At least 10 years of relevant experience, including considerable experience in an international context, in management of public health programmes, particularly in the field of HIV and hepatitis in developing countries preferably in the Asian context.
Desirable: Experience of working with National HIV and hepatitis programmes. Experience of working with GFATM and other donor grants at national level and experience in UN system will be desirable.
Essential: Expert knowledge of English.
Desirable: Knowledge of any other UN language.
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2851 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
