Org. Setting and Reporting

This post is found in the Sudan country office of the Office of the High Commissioner for Human Rights (OHCHR). The Human Rights Officers will be based in Khartoum but have been temporarily relocated to Nairobi until the conditions allow for deployment to Khartoum. The Human Rights Officer reports to the Head of the Monitoring and Reporting Team under the overall supervision of the Head of the OHCHR country office.

Responsibilities

Within delegated authority, the Human Rights Officer will be responsible for the following duties: • Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective. • Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in the assigned region or country. • Collects and analyses human rights data and indicators in the country/region of assignment, including gender-specific data and indicators. • Provides support to authorities, and civil society, including human rights and women organizations, in engaging with UN mechanisms to protect human rights; follows up on the implementation of decisions rendered by policy-making bodies. • Ensures human rights issues, including their gender equality dimension, are integrated into humanitarian, and development efforts and programmes. • Assists in implementing capacity-building programmes. • In coordination with relevant colleagues, plans and contributes to capacity-building efforts on human rights in the region/country of assignment. • Writes various reports, communications, briefings, statements, etc., including to policy-making bodies. • Collects and analyzes data in line with OHCHR global monitoring methodology to identify trends or patterns and provides insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. • Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or related area is required. Out of the five years, a minimum of two years of experience in monitoring and reporting on human rights is desirable. Experience managing human rights databases or equivalent is desirable. Experience in drafting reports, briefings, interview notes, analytical documents, and statements, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is required.
