Engility is seeking a Project Manager for the International Criminal Investigative Training and Assistance Program (ICITAP) to develop program operations in the Dominican Republic (DR). The Project Manager will have responsibilities including, but not limited to, the following:

 

  • Support a USAID development program with a law enforcement institution in the DR starting calendar year (CY) 2017 and beyond
  • Develop program operations and be responsible for meeting deliverables and ensure contract compliance
  • Supervise required support staff
  • Train, mentor, and develop strategy for leadership
  • Develop standards of criminal investigation and professional case management
  • Develop strategy involving coordination with Prosecutor’s Office and promote strategic communication amongst government agencies
  • Develop human resources and support education
  • Develop community outreach to vulnerable groups
  • Must be at a Level 3 or above Spanish language proficiency
  • Able to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics
  • Able to read standard newspaper items addressed to the general reader, routine correspondence, reports, and technical materials in the individual's special field
  • Master’s or Bachelor’s degree with international criminal justice experience
  • Experience with interagency cooperation during an international deployment
  • Supervisory and management (command level) experience in a law enforcement organization to include managing people, resources and budgets
  • Experience managing development programs with law enforcement institutions
  • Experience reviewing, creating, and improving, policies and program
  • Experience developing programs that strengthen police management and accountability in the following areas
  • Management, strategic planning, and leadership development
  • Human resources and support education
  • Investigations, prosecution coordination and communication with Prosecutors
  • Community outreach to vulnerable groups and strategic communication
  • Excellent communication skills and the ability to work on collaborative efforts to achieve unity of effort toward a shared goal
  • Experience working as a USAID Project Management Specialist
  • Certified Project Management Professional (PMP)
