The Campaign for Tobacco-Free Kids (the Campaign), a leader in the fight to reduce tobacco use and its devastating consequences in the United States and around the world, is seeking an exceptional and mission-driven Executive Vice President (EVP) to oversee its Global Tobacco Control Programs. Th Campaign is the largest non-profit advocacy organization devoted to changing public attitudes and public policies related to tobacco in order to prevent kids from using tobacco, help smokers quit, and protect everyone from secondhand smoke.

This is a compelling opportunity for a passionate, experienced advocate and executive to play a pivotal role in improving public health internationally. Around the world, a growing number of countries are standing up to the tobacco industry and taking strong action. Yet much remains to be done as tobacco use remains the world’s leading cause of preventable death, killing more than eight million people worldwide and causing more than $1.4 trillion in health care expenses and economic harm annually. The EVP will lead the Campaign’s global work going forward—efforts that have the potential to make an extraordinary difference, especially in low and middle-income countries where over 80 percent of the world’s smokers live.

The EVP is responsible for the overall leadership and strategic direction of the Campaign’s Global Tobacco Control Programs. The EVP will provide exceptional programmatic, financial, and people management over the Global Tobacco Control portfolio, which includes programs in more than 50 countries and a staff of employees and consultants based in priority countries around the world. The EVP will ensure that the policies and programs carried out by the Global Tobacco Control Programs team fully support and are consistent with the organization’s mission, vision, and values. The EVP will lead Global Tobacco Control Programs in meeting goals and objectives in a timely manner and instill a culture of cooperative and effective work amongst the four Global Tobacco Control departments (Communications, Grants, Legal, and Research) and Country/Regional teams in order to maximize impact and outcomes.

The EVP reports directly to the President, is a member of the Campaign’s Executive Committee and Senior Leadership Team, and chairs the Global Tobacco Management team.

The Campaign for Tobacco-Free Kids Global Tobacco Control Programs: Successes, Challenges, and Opportunities

For more than 25 years, the Campaign for Tobacco-Free Kids has played a leading role in the global fight against tobacco. The Campaign provides funding, legal, communications, and research support to governments and non-governmental organizations to help them put in place effective tobacco control policies and works to expose and counter the deadly tactics of the tobacco industry. Since the Global Tobacco Control Programs launched, the Campaign has worked with local partners in more than 60 low- and middle-income countries to pass strong tobacco control laws that will help prevent over 35 million premature deaths and supported landmark legal and public policy victories around the world.

To date, the Campaign has supported advocates to achieve nearly 300 policy wins in every region of the World. Despite increased attacks from the tobacco industry, the Campaign has achieved major victories in countries from Mexico to Paraguay to Ukraine and more. Results include the passing of smoke-free legislation at the state level in Mexico, which led to the approval on the national level of legislation prohibiting smoking (including e-cigarettes and heated tobacco products) in indoor and public spaces and workplaces and banning tobacco advertising, promotion, and sponsorship. The Campaign’s Global Tobacco Control Programs have also contributed to notable progress in China, Botswana, Côte d’Ivoire, and Kyrgyzstan, which can be further explored in the Campaign’s 2022 Annual Report.

Despite this progress, the global tobacco epidemic of preventable death, disease, and economic hardship to countries and families continues. Globally, the number of youth aged 13 to 15 years who smoke is estimated to be around 24 million, and 13 million use smokeless tobacco products. Tobacco companies continue to systemically advertise cigarettes to children near schools and playgrounds around the world. The number of cigarette smokers and other tobacco product users is increasing in many low- and middle- income countries due to population growth and tobacco industry marketing. The cost is multifaceted. Tobacco-related illnesses account for one in 10 adult deaths worldwide. By 2030, 80 percent of those deaths will be in low- and middle-income countries, and costs to society continue to rise.

The EVP for Global Tobacco Control Programs will have a profound impact on addressing this global public health crisis by leveraging the Campaign’s current advocacy successes in launching future tobacco control advances around the world. This is a significant moment for the Campaign and for the EVP. The momentum of new leadership, elevated recognition as a leader in the global tobacco control movement, and support of donors who are excited by novel initiatives together lay the foundation for an opportunity to change the world. By mitigating the negative impact of tobacco on children and adults in low- to middle- income countries, where over 80 percent of the world’s smokers live, the EVP will also play a role in addressing a wide range of global public health disparities.

The EVP for Global Tobacco Control Programs will lead a robust team of talented professionals, including nine direct reports, most of whom have been with the Campaign for a decade or more. Among the Global Tobacco Control Programs team are accomplished professionals in four departments (Communications, Grants, Legal, and Research) as well as remotely based Country/Regional teams, including Eurasia Programs, Africa Programs, Latin Affairs, and China Programs. The EVP will provide a bold vision and instill continued excitement and energy for the Global Tobacco Control Programs team in harnessing the power of civil society to fight tobacco use around the world.

The Campaign is governed by a 15-member Board of Directors and led by its President and CEO, Yolonda

  1. Richardson, who has served in this role since July of 2023. From 2009 to 2023, Ms. Richardson served as Executive Vice President for Global Programs at Tobacco-Free Kids. In that role, she oversaw efforts to enact and implement effective tobacco control policies in over 60 countries, including Tobacco-Free Kids’ partnership in the Bloomberg Initiative to Reduce Tobacco Use. Under Ms. Richardson’s leadership, the global program expanded in 2014 to focus on other critical public health challenges with the launch of the Global Health Advocacy Incubator (GHAI). Building on the successes and lessons learned in the global fight against tobacco, GHAI now works in dozens of countries around the world and supports civil society organizations to advance policies on a wide range of public health issues, including food and nutrition policy, health systems strengthening and budget advocacy, and injury prevention.

The Campaign does not accept any government or tobacco industry funding. The Global Tobacco Control Programs receives support from Bloomberg Philanthropies and the Bill & Melinda Gates Foundation and is a proud partner in the Bloomberg Initiative to Reduce Tobacco Use. The EVP will work closely with donors in stewarding relationships and goals while serving as a thought leader in identifying creative avenues to use funds on innovative programs focused on tobacco control around the world. The EVP will also spearhead efforts to identify additional and expanded funding streams with current and new donors to support the Campaign’s trajectory of growth in impact.

Primary Role and Responsibilities of the EVP, Global Tobacco Control Programs

The EVP provides overall strategic vision for the Global Tobacco Control programs, aligned with the development and implementation of annual and multi-year Tobacco Control Program strategies. The EVP is primarily responsible for the management and supervision of the Campaign’s Global Tobacco Control Programs team--including senior managers of Communications, Grants, Legal, and Research, and Country/Regional Directors--and ensuring coordination between teams. The EVP’s responsibilities include the formulation and implementation of the Campaign’s Global Tobacco Control activities, and are as follows:

  • Develop and oversee the implementation of strategic plans and organizational priorities for the Campaign’s Global Tobacco Control Programs;
  • Coordinate and advance the development of policy positions, goals, objectives, and strategies on issues concerning international tobacco control issues, including those relating to health equity;
  • Help maintain and build upon the Campaign’s reputation as a leader and excellent partner in tobacco control;
  • Develop and monitor the Campaign’s global budget, working with staff to ensure that resources and strategic priorities are aligned;
  • Track compliance with deliverables and mileposts from the Bloomberg Initiative to Reduce Tobacco Use, Bill & Melinda Gates Foundation grants, and other global tobacco control grants received from other outside donors. Manage relationships with the donors;
  • Participate effectively on the Executive Committee and Senior Leadership Team; chair the Global Tobacco Control Leadership meeting;
  • As appropriate, serve as spokesperson for the Campaign’s Global Tobacco Control programs to funders, partners, media, etc.;
  • Steward and build effective partnerships and collaboration with NGOs, donors, and key external partners and stakeholders;
  • Help develop and coordinate the work, lessons, strategies, and approaches of the Global Tobacco Control Programs with other Campaign programs, including U.S. Tobacco Control Programs and Global Health Advocacy Incubator Programs;
  • Recruit, supervise, and coach a diverse group of Global Tobacco Control team members to achieve organizational and performance objectives and contribute toward a positive, inclusive work culture;
  • As requested, assist in fundraising efforts; and
  • Carry out all responsibilities in close coordination with, and at the direction of, the President.

The Successful Candidate

The successful candidate will possess an advanced degree in a related field and significant experience in international public health and policy advocacy. The Campaign will consider the following additional factors in evaluating candidates for this important leadership role. While no single individual will possess all of the desired experiences and qualifications, the successful candidate should possess many of the following characteristics and qualities:

  • Fifteen (15) years of experience in international public health and policy advocacy;
  • Ten (10) years experience in program management;
  • Extensive experience and knowledge of supporting in-country NGOs to develop and implement effective policy change advocacy campaigns;
  • Demonstrated experience managing a team to develop strategic plans for policy change and aligning resources with program and policy priorities;
  • Experience identifying disparately affected groups and addressing needs through program and policy initiatives;
  • Ability to build and sustain partnerships, coalitions, and alliances;
  • Strong networking and communications skills, both written and spoken;
  • Ability to interact, communicate, and partner with individuals at all levels of a multi-cultural organization;
  • Experience and success in building, managing, and supporting a diverse, highly professional staff; teambuilding and consensus building;
  • Ability to work in a fast-paced, team-oriented environment while juggling multiple projects and deadlines;
  • Proven ability to work under tight time constraints and manage multiple projects effectively;
  • Experience in policy work and/or issue campaigns and/or tobacco control issues;
  • Ability to travel internationally as needed;
  • Proficiency in more than one language is highly preferred.

This position is based in Washington, DC, and is open to U.S. citizens and other applicants who already possess U.S. work authorization. The Campaign operates under a hybrid (partial remote and partial in- person/in-office) work environment. Proof of full vaccination (including booster shots) against Covid-19 is required.
