UNDP's Country Office in Tajikistan has been supporting the country for its overall development for thirty years. The organization is guided in its work by the Country Programme Document (2023-2026), which in turn builds upon the Sustainable Development Goals. UNDP has made a significant contribution to developing the National Development Strategy of the Republic of Tajikistan for up to 2030 with an outline of policies and investments necessary to reach the SDGs. Together with the Government of Tajikistan, civil society and the people of Tajikistan, UNDP works towards identifying local solutions to global, regional and national development challenges. In its current Country Programme, UNDP is focusing on contributing to sustainable development by supporting in the areas of governance, access to justice and rule of law, environment and climate change, economic development through youth entrepreneurship and employment, and reducing the burden of HIV/AIDS on the population. 

UNDP has been assisting the Government of Tajikistan to adopt policies and laws, and build institutional capacities to strengthen the justice sector and improve the services delivered to the citizens in general and women in particular. UNDP’s programme in the justice sector currently includes projects in the areas of strengthening the rule of law, access to justice, women’s legal education, and preventing gender-based violence. Our support in these areas include policy advocacy; support to draft policies, laws, strategies; supporting in strengthening the justice sector institutions through systems development, trainings, guidelines and service delivery; strengthening the civil society organizations to enhance their advocacy and service delivery capacities; and support to academic institutions, faculty members, and students, particularly women, to increase women’s presence and capacities in the legal sector. 

In the topic of gender-based violence (GBV), UNDP has also been a partner for both the government and the civil society in building services for women and girls. UNDP has been engaged through the UN Joint Programme Spotlight Initiative until Dec 2023. UNDP is launching a new project on GBV called Stop GBV and will work to prevent GBV and discrimination against women and girls in Tajikistan. Building on the work of the Spotlight Initiative, the Stop GBV project (“the Project”) will work to strengthen legislation and policies related to preventing GBV, raise the capacity of institutions that deliver services to the survivors of GBV, and support Civil Society Organizations (CSOs) in advocacy and service delivery. This new Project will employ a holistic approach to prevent and respond to GBV and mitigate its impact on victims and survivors. It will achieve its objectives through three mutually reinforcing outcomes focusing - respectively - on policy and coordination work; training, supporting, and sensitizing civil servants and legal and other professionals; and training and supporting service-providing members of civil society. 

Anchored under UNDP’s overall Governance portfolio, this Project will benefit from the synergies and institutional memory relating to the human rights and access to justice related work of UNDP in Tajikistan.

Duties and Responsibilities

Capacity Development Programme Development: 

  • Lead the design, planning and delivery of capacity building activities including training, workshops, specific skill development as well as organizational development) for and with the CSOs. 
  • Compile and analyze information on civil society sector in general and, in particular, civil society organizations working on gender, women empowerment and/or SGBV issues, and contribute to mapping the capacities of CSOs
  • Lead and support in delivering and implementation of technical assistance and small grants.
  • Engage with the Committee on Women and Family Affairs and Civil Society Organizations in particular to facilitate capacity development activities of the project
  • Contribute to the development of strategic synergies with other projects of UNDP and/or projects of similar content and in particular in the Rule of Law and Access to Justice Initiative.

Monitoring:

  • Develop and implement a monitoring plan with the support of UNDP Programme /Management Support Unit of all capacity development activities of the project
  • Ensure that activities and support to government and civil society is coordinated and synergies are utilized to assist in attaining the Activity’s outputs and outcomes.
  • Support the Project Manager in monitoring the progress of the activities related to the policy reform activities through regular site visits, meetings with beneficiaries and/or participating government agencies and CSO as well as collecting and compiling quantitative and qualitative data and monitoring reports.

Support for Delivery of Programme Results:

  • Contribute to drafting program documents and work plans and prepare tables and statistical data as required.
  • Ensure the highest UNDP standards in the provision of technical and advisory inputs, organization of workshops, seminars and trainings.
  • Contribute to preparing the results framework and establish performance and impact assessment indicators.
  • Provide substantive programmatic support to the Project Manager in planning and implementing activities in accordance with the project document.
  • Preparing Terms of Reference (TORs) for consultants, experts and service providers and support in selection, recruitment and development of mission programs of international and local experts, as required according to UNDP rules and regulations.
  • Prepare Project Reports according to the requirements of the donor, government and UNDP as requested by the Project Manager.
  • Support the overall work of the Project as requested by the Project Manager and as necessary for project implementation

Communications:

  • Contribute to the preparation of visibility materials, publications, press releases for dissemination of UNDP assistance and experience; and
  • Facilitate and contribute to media coverage of the Activity.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in a field such as political science, law, gender studies, social sciences, international relations, or public administration is required. 
  • Bachelor’s degree in a relevant field in combination with 2 years of qualifying experience will be given due consideration in lieu of Master’s degree. 

Experience:

  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of working experience on policy / legal advice, capacity development in the area of rule of law, justice, women’s rights, gender equality, gender-based violence, human rights and/or experience in law or policy making.

Required Skills:

  • Proficient in the usage of computers and office software packages (MS Word, Excel, etc.).

Desired Skills:

  • Five years’ experience working at national or international level on women’s rights, gender issues, gender-based violence, human rights, social support, or justice sector issues is an asset. 
  • Experience working on capacity development as a trainer or facilitator.
  • Experience working on gender, rule of law, access to justice or human rights with the UN, international organizations, government institutions and/or civil society.
  • Demonstrated strong analytical, communication and advocacy skills evidenced by experience in report writing, presentations at conferences, or publications of articles.
  • Proven experience on gender equality or women’s rights issues or gender-based violence.

Languages:

  • Fluency in written and spoken Russian and Tajik is required. 
  • Conversational fluency required in English.

Institutional Arrangement

The Capacity Development Officer will work under the direct supervision of the Project Manager. The Officer will work in close partnership with the Policy and Outreach Officer, the Project Associate and Administrative and Finance Associate in the Project and will supervise consultants and interns working in the Project as requested by the Project Manager.
