POSITION MANDATE

Resonance seeks a Chief of Party (COP) to lead the anticipated USAID Kenya East Africa Conserving the West Indian OceanActivity. The main goal of the Activity will be to promote the recovery and resilience of marine biodiversity and coastal communities in the Western Indian Ocean as part of a larger goal to advance achievement of a sustainable Blue Economy worldwide. This will be accomplished through:

  1. Realizing an inclusive vision for achieving an ecologically connected MPA network.
  2. Accelerating effective devolved co-management to implement the MPA network and strengthening fisheries management.
  3. Reducing threats to small-scale fishers and high biodiversity coastal resources posed by industrial fishing fleets, particularly distant water fleets and international crime networks.

This Activity will likely include member states to the Nairobi Convention including Kenya, Somalia, the Seychelles, Comoros, South Africa, Mozambique, Tanzania, Mauritius, and Madagascar. 

This is a full-time position based in Nairobi, Kenya. 

OUTCOMES / ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership and/or oversight of all activities and outputs, including extensive technical inputs across one or more areas, such as marine biodiversity conservation, governance capacity building, sustainable fisheries management, blue economy, cross-sector partnerships. 
  • Represent the project externally and ensure close coordination with partners in regional and national governance bodies, private sector, key local stakeholders, financial institutions and implementing agencies. 
  • Lead financial oversight and procedures and ensure compliance with USG regulations and Resonance policies. 
  • Provide technical advice, oversight, or leadership on all technical activities, which may include the design, methodology, and tools for some activities. 
  • Confirm project compliance with all contract requirements, USAID rules and regulations, and Resonance policies and procedures. 
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff. 
  • Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables. 

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree or higher in a relevant discipline is required. 
  • 10+ years of relevant professional experience working in one or more technical disciplines, ideally with a focus in East Africa, including marine/coastal biodiversity conservation, marine protected area establishment/management, sustainable fisheries management and promotion, distant water fleets, marine science, municipal management, food security, public policy and governance, conservation finance, including carbon finance, sustainable livelihoods, or other relevant technical areas. 
  • 8+ related to the management or implementation of donor-funded development projects, preferably including experience in East Africa. 
  • 6+ years in a director-level role leading and managing complex development programs and multi-disciplinary teams, preferably as a Chief of Party for a USAID-funded project. 
  • Experience as a Chief of Party or leader of a donor-funded activity of similar scope and budget. 
  • Strong familiarity with building capacity and commitment for marine biodiversity conservation. 
  • Excellent written and oral communication skills in English. 
  • Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments. 

PREFERRED EDUCATION & EXPERIENCE

  • Experience managing blue economy focused donor-funded activities. 
  • Strong network of government, NGO and civil society, donor and private sector through focus geography. 
  • Foreign Language ability in French and/or Portuguese.

TRAVEL EXPECTATIONS 

The employee must be able to travel domestically and/or internationally and up to 20% for work assignments.

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
