Denver Public Safety Youth Programs (DPSYP) is seeking a Diversion Services Manager to oversee prevention and intervention services that support at-risk and justice-involved youth. DPSYP serves as the youth delinquency prevention and intervention arm of the Denver Department of Public Safety and is responsible for coordinating prevention and intervention strategies to prevent and reduce youth delinquency.
We are looking for candidates who have prior experience performing and/or supervising coordinated case management services for youth that included outreach to youth/families, screening and assessment, case planning, and ongoing case coordination to support youth/family engagement. Additionally, we are looking for candidates who have experience leading or serving in a lead role on collective impact programs/projects specific to youth/family services.
Job responsibilities include:
Operational and fiscal management of the following programs:
- Alternative to Citation (ATC) Program: The ATC program is a partnership between DPSYP and the Denver Police Department to divert youth to services in lieu of issuing a citation for incidents that occur on school grounds.
- Municipal Juvenile Diversion Program: This program provides an alternative sentencing option for the city’s Municipal Juvenile Court. Upon completion of the Diversion Program, youth will have their cases dismissed and expunged.
- Voluntary Diversion Program: DPSYP can work with youth and families on a voluntary basis to connect the youth and family to resources to prevent potential system involvement.
General Job Responsibilities
- Develop, monitor, and modify program/project work plans, budgets, methods, and procedures, including program/project evaluation.
- Direct supervision of 7 full-time employees, including training/coaching, completing regular case reviews, evaluating staff performance (quarterly & annually), assigning work, reviewing work for accuracy and completeness, and identifying opportunities for continual improvement to meet performance standards.
- Direct grant administration for assigned programs, including writing/submitting grant applications, preparing/submitting required financial and programmatic reports, and ensuring program/project complies with all associated rules and regulations.
- Act as a spokesperson for a specific program(s) and meet with program and community stakeholders to solicit feedback from stakeholders to inform program enhancements and impact.
- Serve as agency representative on local and state workgroups, tasks forces, and collective impact projects that align with agency and/or departmental goals.
- Work closely with program partners to problem solve issues and utilize process improvement strategies to improve program outcomes.
- Work closely with community-based organizations to maintain and expand referral networks that can serve youth and families.
- Work as a contributing member of the DPSYP management team to improve and expand agency programming.
- May require evening, overnight, and/or weekend hours.
About You
The ideal candidate will have:
- Three (3) years of experience performing or supervising staff who perform professional level coordinated case management services, including outreach, screening/assessment, case planning, and ongoing case coordination to support youth/family engagement.
- Three (3) years in a program/project management leadership role which included serving as a program/project manager or performing duties that supported program/project operations.
- Previous experience working with collective impact projects with multiple stakeholders, including government and community-based organizations.
- Knowledge of risk and protective factors and how these can influence youth development. Knowledge of positive youth development practices, trauma-informed practices, and social determinants of health.
- Knowledge of restorative justice practices and best-practices regarding Diversion programs.
- Previous fiscal experience that included developing and monitoring program/project budget(s) or assisting with these duties.
- Ability to multi-task and to respond immediately to critical, time-sensitive tasks that may occur outside of regular business hours (evenings/weekends).
- Experience with program evaluation and process improvement planning to track and assess program outcomes. Previous grant writing/management experience is a plus.
- Strong oral and written skills and detail-oriented with solid time management skills.
- Prior supervisory experience that included coaching/mentoring, training, and evaluating staff.
- Knowledge of local, state, and federal agencies that provide grant funding to support youth/family services.
- Bilingual (Spanish)
Below are the minimum requirements used to determine eligibility for this position:
- Education requirement: Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field.
- Experience Requirement: Three (3) years of full performance professional level experience developing, implementing, and administering programs.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications.
- Additional appropriate education may be substituted for the minimum experience requirements.
