Currently has or is in the process of obtaining a PhD and/or postdoctoral assignment in a quantitative field with research work including a significant statistics or quantitative analysis component (e.g. computer science, applied mathematics, statistics, experimental physics, astronomy, chemistry, engineering, etc. or related degree)
Has been building/hacking on your own system
Has a methodology to approaching large data sets
Is able to communicate findings to clients, customers, and teammates
Is passionate about open source (Panda, Numpy, Kaggle, etc)
Works with Python, R, Hadoop, Spark, etc.
Interested in using Machine Learning techniques/technology
