What you need to know about the role:

This Director will deliver on the regulatory requirements for PayPal Pte. Ltd. (“3PL”) in Singapore, and is the designated MLRO for 3PL. He/she is responsible for leading the second line oversight of the AML/CFT compliance program in APAC and 3PL, that meets both the PayPal enterprise framework and local AML/CFT regulatory requirements.

Job Description:

In your day-to-day role you will:

  • Be the designated MLRO (Money Laundering Reporting Officer) for 3PL responsible for regulatory interactions with MAS (Monetary Authority of Singapore) and STRO (Suspicious Transaction Reporting Office)
  • Build strategic engagements with other AML & FIU regulators in APAC to develop sound working relationships
  • Provide thought leadership to business partners relating to the development of controls for critical business processes to mitigate AML/CFT risk in APAC and 3PL
  • Collaborate with cross-functional team professionals; strive to deliver exceptional and responsive service by providing high quality AML/CFT subject matter expertise in a clear, solution oriented and customer-focused manner.
  • Perform management reporting of AML/CFT related matters at 3PL board and committee meetings
  • Lead all local regulatory interactions, examinations and ad-hoc requests for information pertaining to AML/CFT
  • Drive issue management and remediation efforts on AML/CFT related controls inadequacies
  • Oversee the execution of the AML/CFT risk assessments in APAC and 3PL.
  • Support ongoing and targeted AML/CFT monitoring and/or testing.
  • Review and oversee the development of policies and SOPs regarding AML/CFT in APAC and 3PL

What do you need to bring:

  • At least 15 years of AML or compliance experience in regulatory agencies, large payments and/or banking organisations, including demonstrated leadership in the development & execution of pragmatic AML/CFT compliance programs.
  • Good knowledge of AML/CFT regulations and regulatory trends/development in APAC.
  • Familiarity with payments, crypto, credit and banking products.
  • Experience in managing regulatory relationships and regulatory exams, ideally for non-bank financial institutions.
  • Competent in managing team and cross-functional stakeholders in multiple geographies within a matrixed environment, including global shared services functions that reside outside of Singapore.
  • Demonstrated ability to build and maintain relationships with key stakeholders, including strengths in influencing, conflict management, and negotiation.
  • Ability to communicate complex matters in a simple and clear manner.
  • Take ownership of outcomes and the ability to work with business unit teams to confront issues and drive performance.
  • Experience in partnering with senior business stakeholders, particularly in the context of a rapidly changing environment.
  • Excellent ability to analyse AML/CFT risks in complex business processes, and recommend controls to mitigate those risks. Strong problem solving skill with attention to details.
  • Excellent presentation and project management skills with the ability to successfully work multiple issues concurrently.
  • High energy and creativity, an entrepreneurial spirit and the desire to work in a growing and changing environment.
  • Strong computer knowledge; excellent MS Word, Excel, Visio, and PowerPoint skills.
