We are currently seeking a Project Manager with design and construction experience to support efforts in our Research Infrastructure Business Line associated with the National Science Foundation (NSF) Office of Polar Programs (OPP) Arctic Research Support & Logistics Services (ARSLS) Program. Battelle's Research Infrastructure Business line manages large, multi-year, complex programs in diverse and extreme environments that provide unique capabilities used by the scientific community to conduct transformative level research. The NSF OPP ARSLS Program provides support to NSF-funded researchers conducting work in the Arctic through planning and executing logistics, as well as building and maintaining facilities. 

Note: this position can be supported from an office location in Boulder, CO, or possibly remotely.

Job Summary

The Summit Modernization and Recapitalization (SuMR) Project Manager will serve as a project manager on a team tasked with constructing an elevated science research facility at Summit Station, Greenland. Originally established in 1989, Summit Station has developed into a multi and interdisciplinary research hub supporting a wide range of scientific research on a year-round basis. Over 30 years later, Summit Station remains the only high altitude, high latitude, year-round observing station in the Arctic. In order to support the anticipated future needs of the research community and realize more efficient operations, Summit Station will be reconstructed over the next 8 to 10 years. This new facility will replace the existing station.

This position will augment the existing Battelle Arctic Research Operations (ARO) staff in execution of the SuMR project, managing elements of the project scope of work as well as executing specific tasking provided by the SuMR Program Manager. Primary duties will include management of specific subcontractors, developing statements of work for subcontractors, and execution of assigned sub-projects. The SuMR Project Manager will interact with and collaborate with a geographically dispersed team. This will include participating in and leading meetings with members of the National Science Foundation (NSF) and NSF Support staff. There is an expectation that all interactions occur in a manner that foster a safe and inclusive work environment. 

Responsibilities

  • Serves as an impactful and valued member of the Summit Modernization and Recapitalization (SuMR) Project team. Proactively communicates to ensure alignment with others, to obtain clarification of requirements, and to seek regular assessment of implementation progress. Builds relationships to sustain and improve interactions with others on the Arctic program team.
  • Manages assigned subcontractors to ensure delivery of contractual requirements. Conducts oversight, performs site visits (as necessary), reviews documentation, and provides direction. Collects and reviews financial and performance information to determine project status, identify significant variances, and initiates corrective actions to achieve project objectives.
  • Leads meetings in an effective manner while collaborating with others in the Program. When required, represents Battelle ARO in engagements with the NSF client, other Federal Agencies, and other key external stakeholders to communicate status and other details concerning the project.
  • Creates project documentation such as Scopes of Work, schedules, budgets, a project-specific risk-register, and similar technical artifacts in compliance with programmatic standards for construction projects 
  • Provides status updates to ensure key deliverables (monthly and annual reports, project execution plan, etc.) are developed, completed, and submitted to the client in accordance with required submittal dates
  • Develops resource loaded schedules with milestones for subsequent tracking of performance of assigned scopes of work against plan
  • Supports the development of the final station design
  • Collaborates with a broader team of Planners, Design and other Engineers, and Domain Experts to develop plans and methods to execute the modernization and recapitalization of Summit Station
  • Participates in development of the project execution strategy 
  • Prepares for and participates in the Major Research Equipment and Facilities Construction process
  • When assigned, performs duties as a Control Account Manager (CAM). Complies with configuration management and control processes to manage project change.
  • Develops creative solutions to project challenges
  • Works with others to ensure safety policies and regulations are integrated into Project Plans
  • Maintains a thorough understanding of and ensures compliance with applicable government and industry regulations

Key Qualifications

  • A bachelor's degree in a technical or business/management field from an accredited institution
  • Project Management Professional (PMP) accreditation, or demonstrable evidence of equivalent corporate/organizational training in project management.
  • 10 or more years of prior experience successfully managing large, complex research-oriented projects in Polar Regions with complex logistics.
  • Prior experience establishing and managing engineering design subcontracts for services and/or construction contracts
  • Be willing and able to deploy to Summit Station, Greenland for 4-8 weeks per year in an oversight capacity.
  • Possess outstanding leadership and interpersonal skills with a management style that encourages open expressions of ideas and opinions. 
  • Have demonstrated ability to work effectively and collaboratively with individuals from a wide range of professional backgrounds and career stages. 
  • Have ability to bridge competing views and work across diverse cultures, while being decisive.
  • Possess strong personal integrity and work ethic, superior judgment, emotional intelligence, the ability to maintain confidentiality, and the ability to show sound judgment and independent initiative.

Preferred Qualifications

  • Experience managing vertical construction projects, exclusive of transportation or linear utility projects
  • Experience with renewable or alternative energy sources in remote locations
  • Experience with innovative closed-loop (or nearly closed loop) wastewater treatment systems for remote, glacial or Arctic environments
  • Prior experience working with the National Science Foundation (NSF) Office of Polar Programs (OPP)
  • Experience with Arctic-related requirements, permitting, environmental, and local community concerns

Salary

$102,000-$188,000
