THE ROLE

Contribute to WFP’s principles and normative guidance on a people-centred approach to delivering assistance in the design of the business processes, key controls, and business requirements for registration, enrolment, verification, and the delivery of CBT and in-kind assistance. Work in partnership with CO units, especially Programme and where required, RBN and HQ teams (Programme, TEC and CBT) to ensure that accountabilities, controls and risk mitigation actions for beneficiary identity and data management, data sharing and use, data analytics and reporting per corporate standards via appropriate tools and platforms are deployed in the COs operations with the objective of meeting the country office assurance requirements. Ensure close coordination with other key stakeholders, especially UNHCR and Government on beneficiary data management, use and reporting. Strengthening CO staffing capacities in both country office and field, deploying on mission regularly to resolve challenges for optimal field operations. Obtain feedback and manage requests from colleagues and other key stakeholders and work towards meeting their needs through tailored support and service provision.

KEY ACCOUNTABILITIES (not all-inclusive)

1.Contribute on defining a country office identity management (IDM) vision and strategy informed by corporate assurance requirements and Uganda’s particular needs and situation.

2. Oversee day-to-day IDM implementation by providing support for WFP operations, including activity design, implementation, monitoring and reporting as well as budget management.

3. Support with establishing and managing structures to raise issues and ask questions related to IDM solutions and operational support needs.

4. Contribute to resource management to maximize the effectiveness of WFP assistance operations.

5. Establish and maintain effective and constant two-way communication with key stakeholders of IDM solutions, including the CO, RBN and HQ, government and other partners, and beneficiaries.

6. Coordinate with CO, RB and HQ teams (Programme, RAM, TEC) to ensure that corporate systems are adopted and used to perform the business capabilities needed.

7. Strengthen coordination with UNHCR and OPM, and work towards receiving datasets in formats that reduce risk of fraud and support stronger accountability.

8. Establish structures, processes, and systems for data management (collection, sharing, use and disposal) to ensure alignment to corporate standards.

9. Provide direct technical support to CO units related to IDM solutions, develop standard operating procedures, best practices, and IDM services

10. Work closely with cross-functional focal staff in the CO and field to ensure user experience and other key stakeholders’ feedback are used to enhance the platforms/systems and services are provided on the human-centred design approach.

11. Assume a leadership role in ensuring that the CO’s data processing is undertaken in accordance with WFP’s standards on privacy and data protection.

12. Contribute to establishing the CO’s structure for IDM, including defining the roles and responsibilities between units (including Programme, Supply Chain, TEC, RAM) and monitoring the delivery of support activities.

13. Engage WFP’s partners on agreed deliverables (formalised in contractual agreements) and facilitate the delivery of support where required.

14. Lead, motivate and develop a substantive team to enable high performance, with a strong client orientation.

15. Deploy on mission, provide field support, and deliver trainings as required.

16. Undertake all other duties as may be required

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

Advanced University degree in international relations, political or economic science, business administration, computer and information systems or other related fields, or a First University Degree with additional years of related work experience.

Experience:

At least five years of progressively professional experience in implementing Identity Management/ humanitarian beneficiary data management including designing and implementing humanitarian in-kind or cash programmes involving registration, verification or enrolment of beneficiaries.

Language:

Fluency (level C) in English.

Any other UN languages, a plus.

MORE ABOUT YOU

Field experience in humanitarian operations.

Familiarity with relevant WFP systems and processes will be an advantage.

Microsoft Office, data collection tools, database technologies and project management methodologies.

Experience and ability to effectively engage and coordinate across a variety of stakeholders, as well as to influence stakeholders to improve accountabilities.

Experience drawing actionable insights from data analytics; comfortable using one or more of the following data analysis software (SQL, Python, Tableau, MS Excel, Microsoft Power BI, SPSS) to conduct analyses and relate the findings to challenge at hand.

TERMS AND CONDITIONS

This is an International Professional position and candidates must be a national of a country other than the country of assignment.

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Kampala, Uganda and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

Initial duration of the contract: 2 years.
