Summary:

Addressing Mango Production and Post-harvest Loss and Increasing Fish Yields (AMPPLIFY) is a five-year project funded by the U.S. Department of Agriculture under the Food for Progress Program that will facilitate a resilient and growing trade of mango and fish, sustained by profitable farmers making ongoing productivity and climate-smart investments to maintain the health and performance of their farms across Côte d’Ivoire. Over the next five years, the project will use a facilitative market-based approach that leverages the resources of the private sector to drive incentives and behavior change throughout the market system, which can achieve improved productivity, trade, and food security through the provision of high-quality, accessible goods and services for farmers and other value chains (VC) participants.

The Senior Manager, Public Sector & Policy reports to the Chief of Party and will lead activities to embed farmed fish and mango value chains’ best practices into Cote d’Ivoire’s institutional framework. Responsibilities will encompass a wide range of activities aimed at enhancing research, information management, policy analysis, and capacity-building efforts.

Duties & Responsibilities

  • Collaborate with government agencies to enhance research and information management systems related to aquaculture and agriculture.
  • Contribute to the development and improvement of the national computerized statistical system, with a focus on aquaculture data, including pricing and production volumes.
  • Support the design and execution of updated national agriculture/aquaculture censuses and statistical surveys.
  • Develop cartography and visual representations of key production, processing, and commercialization data in the farmed fish and mango value chains.
  • Provide support to existing applied aquaculture research efforts, fostering innovation and sustainable practices.
  • Collaborate with research institutions to ensure the translation of research findings into practical policy recommendations.
  • Conduct policy analysis to identify opportunities for optimizing fish feed tariffs and other relevant policies.
  • Evaluate the effectiveness of existing policies and propose adjustments for improved outcomes in aquaculture and agriculture.
  • Strengthen training programs, including digital training, related to the management of farmed fish and mango value chains.
  • Collaborate with educational institutions to develop and deliver relevant training programs.
  • Support research and government institutions in strengthening oversight mechanisms for disease surveillance in aquaculture and agriculture.
  • Collaborate with other donors, government & research institutions engaged in these two value chains to ensure AMPPLIFY becomes a key actor shaping national policy in these two sectors
  • Ensure compliance with international standards and best practices.

Basic Qualifications

  • Bachelor’s degree in agricultural economics, public policy, or related discipline plus 10 years of experience in policy analysis, government capacity-building, or related roles in the agriculture or aquaculture sectors (or Master’s degree plus seven years of experience)
  • Experience working within government institutions, or with government agencies, especially in roles related to policy development and implementation.
  • Strong understanding of statistical systems and data management.
  • Excellent communication and stakeholder engagement skills.
  • Demonstrated ability to influence and drive policy changes.

Preferred Qualifications

  • Experience in public policy and / government affairs / public affairs

Required Languages

  • Proficiency in English and French
