PREREQUISITES

  • 12-15 years of European public policy & government affairs experience.
  • Experienced (best-in-class) senior EU lobbyist for a multinational company.
  • Deep knowledge of EU policies in health, innovation, single market, trade, economic & digital policy. Good knowledge of biopharmaceutical industry issues preferred.
  • Demonstrated leadership experience working with cross-functional and cross-market teams. 
  • Advanced degree in law, business, economics, or political sciences.

Responsibilities will include, but are not limited to, the following:

  • Develop, lead, and implement contact programs to build and enhance BMS relationships with key EU-level policy stakeholders, with guidance from the Vice President International Policy and Government Affairs, to whom this role reports.
  • Design and lead implementation of highly effective government affairs / lobbying strategies for BMS at EU level to deliver key policy outcomes in business relevant domains including healthcare, innovation, trade, single market and digital.
  • Develop and lead corporate engagement on priority BMS policy issues at EU level with a wide range of senior external stakeholders, including EU officials, MEPs, EU MS Permanent Representatives and the US Mission to the European Union. Engage with other BMS functions in the European Policy Working Group. Lead BMS engagement in EFPIA advocacy in support of BMS’ positions and building cross-political party support for complex issues (with other team members). 
  • Lead cross-functional collaboration with senior members of BMS matrix to meet corporate objectives and commercial priorities.
  • Work across IPGA teams and support executive engagement at EU level (i.e., with politicians, government officials, industry leaders, healthcare professionals, patient associations, journalists) to influence EU decision making.
  • Develop and manage relationships with relevant public affairs agencies and senior political advisers to enhance the effectiveness of the International Policy and Government Affairs function, with support from other members of the team.
  • Collaborate across region Europe with market teams as part of pan-EU advocacy campaigns. Bring subject matter expertise to support BMS policy advocacy on market-level legislative and policy issues. Collaborate more broadly across relevant Global Policy & Government Affairs and Corporate Affairs functions as appropriate.
  • Manage a small team of Government Affairs professionals as part of the broader IPGA function.

Skills/Capabilities Required:

  • Best-in class track record as senior EU lobbyist for a multinational company, with excellent reputation and broad recognition by industry peers, policymakers and other policy influencers
  • Very strong internal and external communicator, with the demonstrated ability to inform, educate and influence key stakeholders in the European policy/political process.
  • Extremely strong and active network of personal contacts in the EU government institutions
  • Expert understanding of European political institutions and the EU policy-making processes
  • Deep knowledge of EU policies in health, innovation, single market, trade, economic & digital policy. Good knowledge of biopharmaceutical industry issues preferred.
  • Ability to translate complex topics into understandable messages for internal and external audiences.
  • 12-15 years of European public policy and government affairs experience, ideally including 3-5 years hands-on policy-making experience in a political or governmental organization, (e.g., MEP staffer, ministerial Cabinet member, EU or MS civil servant in PermRep or capital)
  • Has played active/leadership roles in several EU trade associations, ideally as committee chair.
  • Excellence in leading people with strong emotional intelligence and focus on people development.
  • Can easily influence, inspire & align within the global corporate matrix.
  • Widely known to work collaboratively, foster teamwork, drive performance and exceed expectations.
  • Demonstrated leadership experience working with cross-functional and cross-market teams.
  • Fluent in English. Proficiency in one or several other languages, e.g. German, French, Spanish, Italian, Polish, Dutch.
  • Advanced degree in law, business, economics, or political sciences.
