Purpose of the position (based in Free State or Mpumalanga)

The Chief of Party (COP) serves as the point of contact person for the project. Reporting to the Managing Director, the COP provides leadership, vision, strategic guidance and management toward the realisation of key program objectives and targets. They will be responsible for all aspects of the program, including strategic guidance and facilitating collaboration with US Government (USG) stakeholders, government, and other relevant institutions; and transitioning key activities to the South African Department of Health (DOH). The COP ensures continuous monitoring of the project in line with the USAID/PEPFAR strategies, the UNAIDS 95-95-95 cascade, WHO End TB Strategy, and South African government and DOH priorities at national, provincial, and district levels. 

This position is contingent upon funding.

Key Accountabilities

  • Responsible for leading a high-quality, results-oriented activity to achieve the objectives and expected results, providing overall strategic and managerial leadership of the activity in collaboration with all major stakeholders.
  • Ensures timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
  • Supports program monitoring, evaluation, and learning (MEL) and the provision of information systems and MEL technical assistance to government stakeholders and partners.
  • Identify opportunities and negotiate partnership programs to leverage other donor, governmental, and organizational resources.

  • Degree in public health, health administration or business administration with a focus on public health, social sciences or a related

  • Master’s degree in public health, health administration or business administration with a focus on public health, social sciences or a related

Experience & Skills

  • A minimum of 10 years’ experience in the design, implementation and management of HIV/TB prevention, testing, care and treatment programs in senior leadership positions with a minimum budget of US$15 million involving multiple partners in a developing country.
  • More than 7 years prior experience in a senior leadership or management role of a large, donor-funded program or activity.
  • Demonstrated strong technical knowledge and experience in the following areas: HIV testing services and linkage including index testing and HIV self-testing; HIV prevention services including VMMC and PrEP; HIV treatment, care, and adherence support for people living with HIV; viral load testing and suppression; PMTCT and support for pregnant and breastfeeding women living with HIV; tuberculosis (TB) testing, treatment, and prevention; human resources for health; laboratory systems strengthening and service delivery.
  • Experience in health systems strengthening, capacity building, and providing technical assistance.
  • Experience managing and supervising a large, geographically dispersed team.
  • Experience in a role requiring collaboration with complex internal and external organizations, as well as a demonstrated ability to coordinate with the DOH, USG Implementing Partners, NGOs/CBOs and other community actors, and other relevant stakeholders across all levels of health care system.
  • Demonstrated ability to manage donor funded projects, including financial, human resource, compliance and quality assurance components with preference given to candidates with knowledge of USG rules and regulations. Experience in managing complex PEPFAR funded projects preferred
  • Excellent written and oral communication skills as well as strong public presentation skills, including the ability to represent the project to key stakeholders.
  • Ability to travel locally and internationally.
  • Ability to produce results and meet all deliverables and targets in a timely manner.
