Responsibilities

Noblis MSD is seeking Cybersecurity professionals and Information Systems Security Managers (ISSMs) with Risk Management Framework (RMF) experience to provide to support U.S. Navy programs. Primary responsibility is to perform tasks related to Assessment & Authorization (A&A) and cybersecurity to obtain and maintain Authority to Operate (ATO) for Cybersecure Ship Control Systems and Networks, both ashore and afloat.

The Cyber Security Professional (ISSM) will provide lifecycle cybersecurity support of U.S. Navy systems, which includes, but is not limited to the following duties:

  1. Conducting risk and vulnerability assessments of information systems to identify vulnerabilities, risks, and protection needs.
  2. Developing, updating, and/or reviewing system RMF documentation to include Security Plans, Implementation Plans, Plans of Action and Milestones (POA&Ms), and Risk Assessment Reports (RARs).
  3. Providing solutions to complex problems that require the regular use of expertise and creativity. Problems are broadly defined, and solutions require the continuation of specialized theories and knowledge.
  4. Assessing system compliance against NIST, DoD, and Navy security requirements to include the NIST 800-53 controls and DISA Security Technical Implementation Guides (STIGs) and Security Requirements Guides (SRGs).
  5. Coordinating with other system SMEs to identify and develop authorization boundary diagrams, architecture diagrams, and hardware and software inventories.
  6. Perform annual security reviews, annual testing of security controls and annual testing of the contingency plan in line with FISMA requirements.
  7. Working with system administrators, engineers, and developers to update system/site policies, procedures, and process guides.
  8. Producing evidence as necessary to support compliance status of NIST, DoD, and Navy security requirements.
  9. Maintaining awareness and knowledge of evolving security and risk management standards and communicate and apply relevant changes to existing processes.
  10. Attending and participating in regular A&A status meetings to facilitate progress and address potential issues of RMF system efforts.
  11. Actively participating in working group meetings to identify, plan, and execute strategies in response to emerging cybersecurity/RMF policies.
  12. Utilize the Enterprise Mission Assurance Support Service (eMASS) system workflow for all formal coordination during the RMF process.
  13. Report changes in the security posture of systems to the Authorizing Official.

This is a long term contract with an opportunity for a hybrid work environment.

Qualifications

Bachelor of Science (BS) Degree in Computer Science, Information Technology (IT), Cybersecurity, or Engineering related field.

CompTIA Security+ certification required. CISSP (or Associate) or CASP+ CE or CCNP Security or CISA or GCED or GCIH certified is preferred.

Minimum of 3+ years of professional experience in Cybersecurity / IT.

Demonstrated experience with Risk Management Framework (RMF), experience within DoD a plus.

Experience using eMASS system.

Experience with vulnerability analysis tools such as Assured Compliance Assessment Solution (ACAS).

Proficiency in the use of Microsoft Office suite of applications.

Basic Technical Writing ability.

Experience leading a team through a technical project a plus.

Candidate must have an active DoD clearance, or the ability to obtain one.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
