Duties

  • Serves as Security Operations Center supervisor and team lead for security related technologies, capabilities, and procedures to solve complex and long-term cybersecurity issues.
  • Oversees acquisition of tools and capabilities to support evaluation of the computing environment, data analysis, incident response, point of contact to the Department and external agencies in the development of compatible solutions to meet regulatory and technical goals to improve the effectiveness of IT security implementation.
  • Supervises highly technical experts in the building, enhancing, and maintaining automated solutions to enable proactive monitoring of Reclamation network and computing environments.
  • Oversees the team of experts to evaluate current and proposed technical solutions, processes, and architectural changes to continuously improve the effectiveness of Reclamations IT security program and posture.

Qualifications

BASIC REQUIREMENT: To be eligible for the position, you must meet the Basic Requirement for the position of IT Specialist. Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available cybersecurity products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience which must include:

  • Experience managing Security Operations Center environment to provide proactive and reactive countermeasures within an enterprise and Industrial Control Systems environment.
  • Experience organizing and presenting briefings and documentation related to IT cybersecurity posture to executive level leadership that facilitate strategic and tactical risk-based decisions.
  • Experience managing the resources and expertise necessary to respond to notifications or alerts that indicate malicious logic, system compromise, or policy violations, and to determine appropriate actions to effectively remediate the situation.
  • Experience developing, assigning, and evaluating task execution in a collaborative setting to improve Security Operations Center processes and outcomes.
  • Experience applying risk management principles to security event categorization in a manner that applies appropriate elevation of event weighting to improve the relevancy and prioritization of alerts related to high-risk assets.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 05/09/2024.
