Project Description:

Tetra Tech was awarded the USAID Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project from January 2021 to January 2026. SINAR seeks to advance Indonesia's development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, SINAR will focus on the following areas: 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation. By achieving this goal, USAID will contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan.

Position summary & job purpose: 

We are recruiting for an experienced Accounting and Tax Officer to be responsible for handling taxation and accounting processes in accordance with Generally Accepted Accounting Principles (GAAP), SINAR Project Financial Manual, Home Office Accounting Manual, USAID, and Indonesian government policies, procedures, and regulations. This position will be based in Jakarta and reports to Finance Manager. Learn more about SINAR project here.

Position responsibilities:

1. Accounting Management: 

  • Ensure that all proof of financial transactions is correct with complete actual receipts including the required supporting documents in place before recording into the accounting system (QuickBooks Online).
  • Record all financial transactions into QuickBooks, ensure expenses to charge to appropriate GL Code and CLIN number accurately and timely.
  • Record each deposit transaction for receiving funds from the Home Office and record inter-account transfer accurately and timely.
  • Record advance and acquittal, maintain and updates advance logbook and send reminder/notices to custodian related time of overdue advance settlement.
  • Print all expenses vouchers; scan them along with all supporting documents and save in PDF file in order of the voucher number; organize and compile the individual expense vouchers file into batches.
  • Uploading batches of expense vouchers including receipts and supporting documents of financial transaction into Egnyte in weekly.
  • Ensure timely and accurate monthly closure of accounts including account reconciliation to assert the accuracy of transactions.
  • Maintain and responsible of the project’s financial documentation and accounting filing systems, both physical and electronic in readiness for audit or tax reporting purposes
  • Assist in preparing monthly Project Cost Detail Report (PCDR) and produce various management reports.
  • Assist the Finance Manager in managing external audit or USAID’s Limited Financial Review as required.
  • Ensure the maintenance of an accurate and up to date project fixed asset register.
  • Any other work assigned by the supervisor.

2. Tax Management:

  • Verify invoices related to taxation (Income Tax/PPh & VAT/PPN)
  • Record withholding income tax calculation for article 21, article 23 and article 4(2) into tax application system or DJP online
  • Produce withholding tax slip (e-bupot) and deliver it to vendors, employees, consultants. 
  • Issuing a recap of monthly income tax payments 
  • Prepare necessary paperwork for monthly tax payment including create ID Billing and monthly/annual tax return, posting the report into system (DJP online)
  • Maintain filing system for monthly/annual tax return both physical and electronic for audit tax purposes
  • Under the guidance of the Finance Manager, prepare the paperwork and backup documentation in processing VAT exemption as per USAID’s SOP
  • Submit the documents package of VAT Exemption request to Badora Tax Office
  • Deliver the VAT Exemption Letter issued Badora Tax Office to vendor/subcontractor.
  • Maintain and update VAT exemption trackers.
  • Perform other related duties and functions as assigned by the supervisor.

Essential KSAs required (experience, skills, education, certification, etc.):

  • Bachelor’s degree in accounting or Taxation
  • Demonstrated experience, at least 4 years of professional experience preferred in finance, accounting and taxation or financial management.
  • Knowledge of Indonesian Financial Accounting Standards (IFA), Generally Accepted Accounting Principles (GAAP), Indonesian Tax Laws and International Financial Reporting Standards (IFRS)
  • Experience with enterprise accounting software (QuickBooks is a plus)
  • High level attention to detail and accuracy
  • Ability to work effectively, shift priorities and meet deadlines.
  • Advance skill in Microsoft Office application
  • An energetic, forward-thinking, and creative individual with high ethical standard and appropriate professional image
  • Fluency in English and Bahasa Indonesia.

Valued but not required KSAs:

  • Certified in Brevet A & B is an advantage.
  • Experience in financial management of USAID Project and knowledge of USAID operational policies and procedures (ADS) preferred.

  • Office setting, domestic travel
