Basic Function

Develops, implements, updates, and manages the Quality Program to ensure that products or services provided are in accordance with PEC’s Project Management Manual, METRO Authority Compliance issued documents and procedures, applicable industry standard requirements and FTA’s QMS 2019. Regularly interacts with senior-level representatives from a variety of functional groups, including planning, design/engineering, project controls, procurement, construction, and operations. Manages quality assurance personnel in measurement of compliance through audits both internally and externally. Manages consultants responsible for quality within FTA grant funded projects. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
  • Develops and maintains PEC Quality Policy, processes, procedures, and related documents through Agency Authority Compliance. Reviews quality manuals, documents, and implementation procedures to verify compliance with industry codes and standards, regulations and regulatory commitments. 
  • Performs and documents Internal Quality Audits of assigned office, projects and jobsites, and manages all related follow-up activities. Conducts audits to assure compliance with METRO standards, contract requirements, and applicable codes, specifications, and drawings, including but not limited to: Planning, Design, Engineering, Estimating, Procurement, Project Controls, Document Control, Vendor/Subcontractor Management, Receiving, Handling & Storage, Construction, etc. 
  • Prepares for and represents METRO at FTA meetings and audits.
  • Works with EVP-PEC in resourcing Quality Staff to grow the Quality Organization within PE&C and make recommendations on the development of an Agency level Quality Program. 
  • Conducts quality training for existing and new personnel in close coordination with subject matter experts within the department.
  • Shares best practices from the industry towards generating a culture of continuous improvement.
  • Performs or directs independent audits of external project design and construction by consultants and contractors, including audits of quality records and practices; coordinates the implementation of corrective actions regarding QA/QC deficiencies.
  • Maintains best practices and lessons learned documentation and issues bulletins to PEC and METRO staff to increase efficiency of workflows.
  • Participates in review of existing workflows within the department and identifies adjustments that improve quality outcomes. 
  • Monitors reports prepared by facility providers, contractors, subcontractors, and consultants; prepares periodic reports summarizing QA/QC compliance/deficiency per contract.
  • Maintains effective working relationships within area of responsibility to assure proper coordination and acceptance of QA/QC procedures among METRO staff, contractors, consultants, and outside agencies.
  • Manages, oversees, instructs, and approves quality scope of work by consultants and contractors for PE&C projects. Acts conducive for accomplishing project milestones and project delivery.
  • Manages project to ensure all documentation and design work meets FTA and EPA regulatory compliance, local and federal codes, METRO policies and procedures, and contracts negotiated between METRO and the consultants.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in Engineering or related field required.

Years & Experience Required

Minimum Fifteen (15) years’ experience in quality assurance and quality control. Experience in infrastructure projects required. 

Knowledge & Skills Required

Licensed as a Texas Professional Engineer preferred. Working knowledge of project lifecycle; planning, design, construction, and closeout. Functional knowledge of in linear civil engineering project disciplines and facilities a plus. Knowledgeable of FTA related quality guidelines/requirements and quality control specifications.
