Job Description:

Effective Program Design and Planning

  • Lead program development, planning, monitoring, operations, and evaluation related to the TB Program in the Western Province
  • Provide relevant information for project design and concept/proposal development.
  • Participate in ongoing meetings to incorporate any changes into project design arising from changes in the context
  • Ensure the use of approved planning tools such as DIP, PPF, ATT, and ITTs to monitor progress
  • Guide and direct the development of work plans for other health projects in the province

Technical leadership and Capacity development 

  • Undertake assessment, identify gaps, and plan and execute capacity-building activities for the TB implementation team to ensure full integration of the project with the national and provincial TB program
  • Train and supervise Health Workers [Nursing Officers (NOs)/Community Health Workers (CHWs)] and Treatment Supporters (TS)
  • Engage and train Community- and Faith-based groups (CBGs and FBGs) to support the implementation of the TB Program
  • Train Workplaces to support the implementation of the TB Program and assist in the creation of a TB in the Workplace Policy
  • Participate in planning, capacity-building, and reviews of strategy, health system, and other initiatives undertaken or to be undertaken by NDOH, and other partners.
  • Review and develop SOPs, forms/tools 
  • Support partners in organizing and conducting project-related meetings

Technical and Project implementation Leadership:

  • Ensure overall operation effectiveness.
  • Undertake regular field visits to project sites to verify adherence to set standards and processes.
  • Coordinate with program, finance, and administration staff to ensure operational systems and tools are in place to support field activities.
  • Supervise and mentor facility-level partners in the proper implementation of TB diagnosis and treatment protocols.
  • Ensure program implementation is on course and compliance with the donor guidelines.
  • Ensure that tracking of project implementation on indicators against planned targets is ongoing.
  • Foster the development of initiatives that creatively and innovatively address the core components of ACSM and link it to the key technical aims of the NTP.
  • Build the capacity of district Health to collect, analyze, report, and use program data from community, district, and national levels.

Monitoring, Evaluation, and Knowledge management.

  • Ensure data quality from the field locations and provide reports to the DM&E function to target improvements in data quality.
  • Lead the development of semi-annual reports and ensure that these are submitted on time to donors (i.e. DFAT, PATH, WHO, NDOH) and WV management
  • Present Regular progress reports at appropriate meetings
  • Lead in Monitoring and Evaluation for timely and effective data collection
  • Work with PHAs and partners to ensure ENHIS for TB (e-TB) is functional at the field level and linked to the health facility database
  • In Liaison with the provincial TB coordinator, ensure Quarterly review meetings take place in all districts in the province.
  • Conduct periodic site visits and onsite data verification and data quality audits.
  • Monitor program detailed work plans and budgets and ensure they remain within acceptable level

Representation and Advocacy

  • Represent WV and the TB Project in the Western Province during engagement with government and other partners during management/technical/clinical meetings
  • Coordinate with the fund manager for the TB project on project implementation progress and issues to address
  • Represent WV to influence government and partners to create and/or support the implementation of TB-related policies
  • Ensure WV actively engages in health network in Western Province
  • In collaboration with the program team and other partners, empower affected populations to be advocates to stop TB infection and disease

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Doctor of Medicine and/or Post Graduate Qualification in Health Discipline such as Public Health
  • Knowledgeable about TB-DOTS, TB-HIV, PMDT, TB in Children, Nutrition and Health Extension.
  • Computer Proficiency especially Microsoft Office
  • Strong planning, organizational, and project management skills 
  • Excellent oral, written, and interpersonal communication skills
  • Excellent leadership and organizational development skills
  • Proven track record in working with various stakeholders including government
  • Team player.
  • Proven leadership skills
  • Ability to work cross-culturally
  • Ability to work independently
  • Demonstrate commitment to World Vision Core values and philosophy and the capacity to engage with the broader community
  • 5 to 10 years of work experience in TB control efforts whether government, international NGOs and/or Global Fund TB grant.
  • Experience in managing and implementing projects funded by external grants
  • Experience in working in a developing country context.
