The Good Governance Fund (GGF) Lot 2A is a Technical Assistance Facility (TAF) funded by the UK, which will provide the detailed design and delivery of tailored technical assistance and capacity building projects primarily operates in Ukraine; However, GGF could cover other countries in the region such as Georgia, Moldova, and Armenia upon FCDO’s decision. Program priorities and Duty statement will be expanded to other countries as well when FCDO extends its geographic coverage.

The Programme

The focus areas of the GGF, including Lot 2A are: 

1. Reform to the regulation of the business environment and economic governance, to support alignment with international standards and promote broad-based economic growth and job creation, including through small- and medium-sized enterprise development and attraction of foreign direct investment.

2. Institutional capacity building to develop more effective governance, public administration, and management of public finances, in order that governments in target countries become increasingly accountable and responsive to the needs of citizens.

3. Anti-corruption measures and judicial reform to strengthen the rule of law, reduce opportunities for corruption and increase the capacity of countries to address corruption when it does occur.

4. Modernisation of key sectors (such as energy, banking) and reform of state-owned enterprises to support transition to market-driven, modern economies.

5. Stronger and more independent media and civil society to ensure that the public can engage in active, informed debate and to enable governments to effectively communicate the benefits of reforms to its citizens

The TAF’s role will be to respond to concept notes received from the Portfolio Management Unit (PMU), by designing projects. Once the TAF designs the project, the TAF will re-submit the design to the PMU for approval. Once the PMU approves them, the TAF will then implement the project.

The Project Manager is responsible for dealing with the technical and design aspects of the projects, in cooperation with the Programme Lead. The Project Manager will support and ensure the successful implementation of projects through working closely with delivery partners on timely and quality deliverables, working with the TAF EP team in support to carry out financial, procurement, administration, logistics and all operational aspects of assigned projects.

Core Responsibilities

Project Design

  • Contribute to the management and quality of project design.
  • Manage assigned designs based and engage with PMU early in concept note, TOR and development discussions, under the guidance from Programme Lead and Team Leader.
  • Map and plan for risk, particularly periods of high demand, and work closely with Operations Management Unit ensuring an effective programme and projects risk management system is adopted at design and implementation stages of the assigned projects.
  • Formulate project budgets and coordinate budget inputs from delivery partners.
  • Contribute to forecasting of programme design deliverables.
  • Coordinate with Operations Unit to ensure operational, staffing and costing considerations are appropriately incorporated.

Project Delivery

  • In coordination with the Programme Lead, support supervision of the performance of project delivery partners and management of individual projects.
  • Conduct data collection and analysis, contribute to developing project level reports.
  • In coordination with the MEL Manger and Programme Lead, manage the development of various project reports as well as contribute to programme level quarterly report and quarterly report covering core residual team activities.
  • Work closely with the Operations Unit on assisting in projects management from admin/finance side (including engagement in Projects Budget Forecast, projects finance reports, Due Diligence etc.).
  • Contribute to ensuring a healthy organisation culture, promoting equality and inclusion for all, and to continual improvement of operational and programme delivery systems and processes.

What We Value

  • Relevant professional training in project design and project management.
  • At least 7 years of relevant work experience including work in donor funded development projects, preferably with FCDO-funded projects.
  • Experience of working with subcontractors to delivery projects.
  • Experience of project costing, budget analysis and budget planning.
  • Experience in building and managing relationships with high level stakeholders from government, civil society and donors.
  • Experience of contributing to high quality donor reporting.
  • Excellent organisational skills. Ability to set priorities, multi-task.
  • Strong analytical skills and attention to detail.
  • Excellent communication skills, including strong presentation and facilitation skills.
  • Excellent written and spoken English and Ukrainian skills.
