Org. Setting and Reporting

The position is within the United Nations Liquidation Entity (MINUSMA), Bamako duty station. The incumbent will report to the Chief Procurement Officer. The incumbent supports the effective implementation of procurement activities planning and managing technically and legally complex procurement operations ensuring efficiency in accordance with UN procurement policy and practices.

Responsibilities

Within delegated authority, the Procurement Officer, P-4 will be responsible for the following duties: • Serves as the Team Member of the Procurement Liquidation Team in MINUSMA • Serves as a senior procurement and contracting expert with responsibility for the procurement of a wide variety of supplies and services associated with complex (technically and legally) contracts and procurement activities; • Provides technical advice on procurement activities to officials of substantive units during all phases of the procurement cycle; • Analyzes and evaluates procurement requests and ensures appropriateness of technical specifications; • Develops and prepares highly complex contracts for procurement of non-routine and technologically advanced commodities or long-range services; issues international tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; within delegated authority, signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized limit, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official; • Develops tactical approaches to contracts, as well as methods for their application, based on market research; • Contributes to development of institutional procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.; • Maintains under constant examination production patterns in exporting countries; evaluates the productive capacities and performance of manufacturers to identify supply sources; • Conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts; • Provides direction and guidance to more junior staff. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Professional certification in supply chain such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or equivalent is required.

Work Experience

A minimum of seven (7) years of progressively responsible experience in procurement, contract management, administration or related area is required. Proven experience of planning, managing and delivering complex procurement programs and services is required. Field experience in a conflict or post-conflict setting and/or field-based organization including UN peacekeeping or military logistics operations or working in public sector bodies and/or international organizations dealing with Supply Chain and procurement information systems such as SAP is desirable. Experience of working in public sector bodies and/or international organizations dealing with Supply Chain is desirable. Experience in Liquidation of Peacekeeping Mission is desirable. 2 years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, (both oral and written) is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
