The overall objective of the Supporting Capacity of CSOs in the field of Climate Change and Biodiversity is to increase the capacities of the ambitious targets of the net-zero and nature positive climate action.

The specific purpose of this Project is to design and operate a technical assistance and grant mechanism in the form of a CSO Grant Programme, including capacity assessments, strategy and priority setting, trainings and launching of a call for proposals and to guide, monitor and evaluate the subgrants with a view to improve the capacities of the civil society actors.

The Action also has two main outputs as listed below:

Output a: strengthen the operational and institutional capacities of CSOs towards better management of grants, climate justice, advocacy, environmental rights, engaging net-zero, biodiversity protection and nature positive climate action.

Result 4 Improve operational capacity for climate change adaptation action through a climate change adaptation grant programme.

Output b: promote the active involvement and participation of CSOs, working in the climate change and nature conservation thematic areas, in decision-making processes.

Supporting Capacity of CSOs in the field of Climate Change and Biodiversity aims to design and operate a grant mechanism in the form of a CSO Grant Programme, including capacity assessments, strategy and priority setting, trainings, launching of a call for proposals and to guide, monitor and evaluate the subgrants with a view to improve the capacities of the civil society actors.

The Action will provide support CSOs with its TA and Grant components to increase the capacity of civil society organizations to support the ambitious targets of the net-zero and nature-positive environment and climate action in Türkiye. 

The final beneficiaries are civil society organizations, national and international non-governmental organisations, including academic and educational institutions. Local population is the natural beneficiary from the grants to be implemented by the GOs and CSOs. Lastly, relevant institutions on climate change, nature conservation, CSO engagement such as Ministry of Environment, Urbanization and Climate Change, Ministry of Agriculture and Forestry, Directorate of EU of the Ministry of Foreign Affairs are also among beneficiaries where engagement of GOs and CSOs are critical for inclusive and participatory policy making and implementation. 

The Grant Manager will work under the direct supervision of UNDP Climate Change and Environment Portfolio Manager, in close collaboration with the CCE Portfolio Administrator/Projects Implementation Administrator and CCE Portfolio M&E Advisor to ensure smooth and timely management of inputs and for monitoring, evaluation and reporting of results. S/he will be in charge of managing programme and acting as a Deputy Project Manager, as well as supporting the Contracting Authority in preparatory works of the grant programme, as well as evaluation and selection of grant programme and grant project and compiling lessons learnt. 

Scope of Work 

  • Coordinate and manage the Grants Component in liaison with the EUD as Contracting Authority and Steering Committee.
  • Implementation of the Technical Assistance duties, activities and sub-activities defined under Component B - Grants of the Description of Action of the project.
  • To be in charge inputs related to development of materials, manuals, with the relevant templates related to evaluation of applications and implementation of grants. 
  • Supervising the management of the Grants Component accounts to assist the TAT and the CA.
  • Manage and prepare the call for proposals and assist the evaluations of the grants program.
  • Train and guide civil society organisations, EUD and UNDP staff to build up capacity at central level to design, manage, implement and monitor EU grant schemes.
  • Train and guide successful applicants for proper implementation of projects.
  • Assist the EUD in the monitoring of the accounts and maintenance of adequate records for all expenditures incurred and monitor compliance to the budget of the grant projects.
  • Support grant beneficiaries during implementation: procurement procedures, proper record keeping, other training programmes.
  • Ensure timely, effective and qualified implementation of the awarded grants to be in line with UNDP rules and regulations.
  • Preparing all reports and other deliverables of Grants Program and checking translations of them. 
  • Organizing events, information sessions, trainings for stakeholders to explain about the project, and to assist potential applicants in making the link between local environmental problems and the global concerns.
  • Preparation and presentation of grant programme status reports to the Project Steering Committee members as well as to UNDP.
  • Supervise the preparation and submission of reports - financial and narrative reports to donors, partners, Project Steering Committee as well as to UNDP.
  • Supervise the Project staff recruited to support the grant programme of the Project.
  • Manage the grant component of the project successfully in close contact with the project partners.
  • Implement Technical Assistance duties, activities and sub-activities as per Description of Action and budget in line with the UNDP rules and regulations.
  • Report the status of the grant programme timely and sufficiently.
  • Disseminate the experience acquired and lessons learned.

Minimum Qualifications of the Successful NPSA

  • Min. Education requirementsAdvanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Environmental Sicences, Engineering, or related field is required, or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Min. years of relevant work experience Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects. 
  • Required skills. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 
  • Knowledge and experience in relevant thematic area.
  • Desired skills in addition to the competencies covered in the Competencies section.Experience in designing and/or managing at least 3 grant programmes;
  • Additional years of relevant professional experience will be an asset.
  • Additional years of relevant professional experience working with international institutions/organizations in the grant projects will be an asset. 
  • Experience in at least 1 grant programme within the rules and contractual procedures of the EU and/or UNDP will be an asset.
  • Experience in budget planning and monitoring.
  • Experience in report evaluation.
