Job Description:

World Vision is a global relief, development, and advocacy organization that works with children, families, and communities to overcome poverty and injustice. The position is for M&E management activities of the Global Funds grant with WV SI. The grant activities are carried out to support the implementation of the Malaria and TB control activities of the national strategic plans of the MHMS under the overall management of WV SI as the Principal recipient (PR). The grant is funded by the Global Fund to fight HIV/AIDS, TB and Malaria based in Geneva and has a life cycle of every three year and cover the 10 provinces. The position is based in the PMU unit in Central office Honiara.

The Provincial Communicable Disease Coordinator will be responsible for overseeing and coordinating the malaria and TB global fund grant activities within the respective implementation selected provinces. This role involves collaboration with both the Provincial Health Division and World Vision Solomon Islands, serving as the Principal Recipient for the Global Fund Malaria/TB program. 

Ensure timely implementation, supervision, program and financial management of project activities in collaboration with TB and Malaria Program counterparts in the selected Provincial Health Divisions of Solomon Islands for the following responsibilities.

MAJOR RESPONSIBILITIES:

  • Program Implementation:
  • Direct the distribution and allocation of malaria and TB diagnostics and drugs to health facilities based on consumption and forecasting data.
  • Coordinate with Nurses in AHC/RHC for sputum transportation and testing.
  • Coordinate with clinical teams and TB Coordinator for case finding and contact tracing.
  • Collaborate with MHMS to assist in the coordination of various surveys.
  • Collaborate with the Provincial Health Division on engaging local CSOs in community-based TB treatment processes and in distribution of LLIN in both mass distribution and continuous distribution via anti natal clinics.
  • Manage and monitor the grant funds flow from WV SI to program implementors (provincial health staff and other players) and supervise the funds accountability (payments/receipts and expense reports).
  • Information flow and communication:
  • Monitor and guarantee the flow of accurate and timely health data and information into DHIS2 by collaborating with the provincial TB and Malaria program managers/coordinators and Nurse Managers/Nodal Nurses in the AHC/RHC/NAP levels.
  • Communicate current malaria and TB epidemiological reports from the provincial levels and analysis of trends to relevant stakeholders at provincial and National level.
  • Inform Provincial Health Director and national programs of technical, programmatic, HR, or other issues of grant implementation at regular monthly and quarterly basis.
  • Provide relevant program monitoring reports at monthly and quarterly frequencies to implementation unit program managers.
  • Supply Chain monitoring:
  • Communicate with health facility staff, Health Zone Nurse Managers, and Second Level Medical Store to ensure efficient malaria and TB commodity management.
  • Strengthen capacities of health centers for improved forecasting, ordering, and monitoring.
  • Collaborate with Second Level Medical Store staff and Provincial Pharmacist to monitor stock levels and communicate provincial consumption and orders.
  • Ensure an adequate supply of LLINs in health facilities for specific requirements.
  • Ensure quality case management:
  • Monitor Provincial and Zone Nurse Managers, medical staff, and laboratories to ensure adherence to accurate diagnostic processes and treatment guidelines.
  • Conduct in-service on-the-job education for sound knowledge of diagnosis and treatment practices.
  • Program Quality:
  • Work closely with the Monitoring and Evaluation lead on the detailed implementation plan for the specified province.
  • Oversee the proper collection of data feeding into Monthly, Quarterly, and Annual Reports.
  • Timely communication of concerns, risks, or problems to the Global Fund Project Monitoring Unit (PMU).
  • Grant/Finance Management and Compliance:
  • Ensure the timely implementation of assigned activities.
  • Efficient and rigorous management of implementation funds with collection of receipts after all transactions.
  • Collaborate with Honiara leadership on mosquito net distribution plans and local actor engagement.
  • Networking and Representation:
  • Develop and maintain professional relationships with provincial divisions related to the Global Fund's TB and Malaria initiatives and coordinate.
  • Represent WVSI in Health Working Groups for TB and Malaria discussions at the Provincial level.

KNOWLEDGE/QUALIFICATION:

  • At least 3 years of relevant work experience in health, community-oriented Civil Society Organizations, including NGOs and INGOs.
  • Experience with procurement and supply chain processes and systems.
  • Relevant experience in budget/finance management
  • Experience or exposure to TB and Malaria Programs is a plus.
  • Originating in the specified province and knowledge of local customs is a plus.
  • Efficient user of MS Suite (Word, Excel, PowerPoint), OneDrive, and/or SharePoint
  • Bachelor’s degree in / Suitable Bachelor’s degree /
  • A minimum of an undergraduate degree in Public Health, Social Sciences, Social Work, Medicine, or related fields.
  • Fluent in English and Solomon Islands Pidgin.
  • Knowledge in management of other multilateral and government grants
  • Flexibility to respond to a changing work environment and extensive travel within the Province.
  • Understanding and experience of the principles of epidemiological surveillance and data analysis.
  • Ability to work independently or as a member of an integrated team.
  • Ability to accurately perform time-bound tasks and meet deadlines.
