4.7.1.1Has the administrative/functional authority to provide oversight and directly enforce the safety management system and applicable authority safety / health mandates. Ensure that is implemented throughout the organization thus aligned with the company mission and vision. The Safety Manager is directly reporting to the Accountable Manager. Duties and Responsibilities

4.7.2.1He has been delegated by the Accountable Manager for the day-to-day development, management and maintenance of the ADE SMS, including hazard and risk management, safety reporting systems, accident and incident investigation, occupational health and safety, safety database and analysis, SMS training and reporting to the Management on all safety matters. The accountability of the Accountable Manager is not, however, affected by the assignment of the management of the SMS to the Safety Manager: the Accountable Manager retains final accountability for the performance of the organization’s SMS.

4.7.2.2Prepares and updates the SMS Manual, including incorporation of revisions on organizational structure, SMS processes and procedures in accordance with regulatory, ICAO and industry best practices.

4.7.2.3As the Safety Manager, in order to ensure an effective SMS, he has the authority on the following: a.Direct access to the Accountable Manager, and Department Managers regarding safety matters; b.To conduct Management Safety Walk with the Managements to locate and Risk assess any hazard on the workplace; c.To conduct investigations of internal safety events in accordance with procedures stated in the Safety Management System Manual.

4.7.2.4The SMS duties and responsibilities of the Safety Manager include, but is not limited to the following: a.Manage the SMS Implementation Plan on behalf of the Accountable Manager; b.Ensure that SMS processes are developed, implemented and maintained; c.Report to the Accountable Manager on the performance of ADE SMS and on any need for improvements; d.Perform/facilitate hazard identification and safety risk analysis; e.Monitor corrective action plans and evaluate the results; f.Provide timely reports on ADE SMS safety performance; g.Maintain SMS records and documentations; h.Plan and organize ADE SMS Safety Training; i.Ensure safety promotion throughout the organization; j.Provide independent advice to the Accountable Manager and Department Directors on safety matters; k.Delivering initial SMS Implementation training program for the ADE Accountable Manager and other managers; l.Monitor safety concerns in the aviation industry and their perceived impact in ADE operations aimed at service delivery; m.Coordinate and communicate (on behalf of the Accountable Manager) with the governing Authorities, other State agencies and international agencies on issues relating to safety; and n.Act as Safety Review Board Secretariat; prepare agenda and minutes of the Safety Committee meeting. o.Ensure that operations are conducted in accordance with conditions and restrictions of the Certificate of Approved Maintenance Organization (AMO) and applicable regulatory authorities, and in compliance with company standards p.Allocates human, technical and financial resources necessary to manage safety risks and security threats to operations. q.Fully manage the occupational safety, health and aviation SMS which involves planning, organizing, implementation and monitoring its effectiveness for improvements. r.Maintain a close liaison and reporting protocol with the Accountable Manager, management/safety review board team, Unit Chief, Safety Assurance Officers, Safety Action Group especially with those have critical safety / unresolved issues.

4.7.2.5Recommends allocation of adequate budget needed to execute safety programs: a.Recommends the effective employment of resources in accordance with prioritized safety needs of operations; b.Implements the exercise of cost control measures in safety operations that will not sacrifice quality or productivity; c.Implements adherence to capital expenditures and operating expense budgets.

4.7.2.6The competencies of a Safety Manager shall include the following: a.Broad operational knowledge and experience in the different functions of the company which includes training management, aircraft operations, air traffic management, aerodrome operations and maintenance organization management; b.Sound knowledge of SMS principles and practices; c.Good written and verbal communication skills; d.Well-developed interpersonal skills; e.Computer literate; f.Ability to relate to all levels both within or outside of the organization; g.Organizational ability; h.Ability to work unsupervised; i.Good analytical skills; j.Leadership skills and with authoritative approach; and k.Worthy of respect from peers and management. l.Managerial ability
