JOB TITLE: Manager, Learning Solutions

REPORTS TO: Director, Technology Solutions Support

DEFINITION: Oversees the performance, security, operations, maintenance, administration, and integrity of the school system’s enterprise systems. Responsible for the administration of various information systems, including but not limited to the student information system, health records system, special education system, English language learner system, food services system, and transportation system. Identifies and implements opportunities for connecting and consolidating enterprise information systems including data systems, to ensure datasets are current, reporting is reliable, and redundancies are minimized.

EXAMPLES OF DUTIES:

  • Determines and defines the best practices for data sharing, security, maintenance, and administration for enterprise systems throughout the organization. 
  • Ensures student information system functionality aligns with organizational policies and processes. 
  • Supports integration of information systems with other enterprise applications. 
  • Assists with system-wide change at a planning and implementation level through collaboration and analyzing data, process, and business needs. 
  • Leads the integration of information systems with other enterprise applications. 
  • Serves as lead and liaison for tier three support for all student information systems. 
  • Manages student information systems, their contracts and delivery of services. 
  • Implements data governance processes to ensure quality, security, and integrity of data. 
  • Partners with leadership in the planning, development, implementation, and on-going customization, administration, enhancements, and maintenance of information systems. 
  • Manages and supervises multiple teams, consisting of supervisors, analysts, programmers, and contractors. Provides opportunities for team members to increase organizational productivity and efficiencies. 
  • Leads cross-functional collaboration using information systems and efficient workflows. 
  • Develops solutions, recommendations, prioritizations, and guidelines for information systems. 
  • Collaborates with vendors, service providers, and internal teams applicable to enterprise systems to resolve complex support scenarios. 
  • Monitors industry technology standards and compliance guidelines to ensure systems management aligns to standards. 
  • Creates plans for the deployment of new features in enterprise systems. Analyzes and designs new and existing system enhancements. 
  • Creates and implements best practices to centralize the acquisition and application of technologies. 
  • Advises office, department, and leadership staff of data flow and integration practices and issues. Analyzes, designs, and implements new and existing system enhancements. 
  • Confers with leadership staff regarding customization and/or integration needs. 
  • Develops data maintenance and process models. 
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training, and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree in a related field.
  • Master's degree is preferred.
  • Eight years of progressively responsible experience leading teams and working with education enterprise systems, five years of which were at the supervisory level. 
  • School and central office administration preferred.

Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Knowledge, Skills, and Abilities:

  • Demonstrated ability to lead enterprise systems project teams to successful implementation.
  • Thorough understanding of best practices for data sharing, security, maintenance, and administration for enterprise systems.
  • Knowledge of industry technology standards offered by IMS Global, the Ed-Fi Alliance and understanding of the WCAG 2.0 Level AA compliance.
  • Knowledge and proficiency with data analytics and data visualization tools.
  • Ability to translate requirements into technical solutions.
  • Ability to interpret stakeholder needs, anticipate additional requirements, and propose effective solutions.
  • Demonstrated abilities in strategic planning and implementation. 
  • Ability to quickly transition as priorities change to meet demands.
  • Ability to quickly assess and mitigate critical incidents. 
  • Ability to establish and maintain effective working relationships.
  • Ability to maintain sensitive and confidential information.
  • Ability to motivate groups of people to complete a project in a timely manner.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers and other office machinery, and occasional limited physical activities, including walking, lifting, typing, and sitting.

CONDITIONS OF EMPLOYMENT:

Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.

Persons appointed to this class may be required to work evenings, weekends, and beyond their normally scheduled hours with little or no advanced notice.

FLSA: Exempt

SALARY: Grade 11 on the BCPS OPE 12 Month payscale $103,757 - $163,613.

Eligible for the Baltimore County Employees’ Retirement System.

Pre-Employment Requirements:

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
