The international non-profit organization Management Sciences for Health (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Manager / Team Lead for Communications and Knowledge Management.

MAIN PURPOSE OF JOB

The overall objective of the Communications Manager and Team Lead is to support the USAID SAFEMed project through planning, design, and implementation of all communication and knowledge management activities. Based in Kyiv, Ukraine, SAFEMed’s Communication Manager will report to the Chief of Party and supervise two additional project staff based in Kyiv and remotely.

In addition, the position will closely work with the Ukrainian Ministry of Health and its health agencies to design, implement, and monitor targeted communications campaigns in support of the following:

  • Institutionalization of Health Technology Assessment (HTA),
  • Successful establishment of a unified medicines agency
  • Promotion of the newly created mobile pharmacy program
  • Campaign for patients’ rational use of prescribed medicines
  • Strategic communication services for Ministry of Health, the National Health Services of Ukraine, Medical Procurement of Ukraine, and the Center for Public Health.

Together with the communications team, the Manager for Communications and Knowledge Management drives collaboration with project leadership, technical staff, USAID, MSH, and key stakeholders to develop and implement communications and knowledge management (KM) efforts in line with SAFEMed’s 2024-25 Communications Strategy and ongoing project priorities. The Manager contributes to donor reporting and liaises with donors and partners on communications activities. The Manager supports staff in strengthening communications capacities and provides leadership to his/her team’s interactions with donors and partners.

MAIN RESPONSIBILITIES

1. Implement Communications and knowledge management strategy: Effectively document and share impact of the project to key audiences.

  • Lead the implementation, monitoring, and evaluation of the SAFEMed Communication Strategy and the communication activities associated with the end of the project in late 2025.
  • Provide technical advice and guidance in the conceptualization, design, planning, and execution of all project communication and KM efforts.
  • As the team lead, ensure the smooth and timely development, editing and dissemination of monthly newsletter for SAFEMed project progress; the preparation of success stories, highlights, and other communications materials related to SAFEMed’s work in collaboration with technical teams; and the creation of compelling and content-rich visual assets (e.g., infographics, cards) that are in line with project and USAID Branding and Marking guidelines.
  • Lead the development of SAFEMed’s social media strategy and ensures its effective implementation.
  • Support the packaging and dissemination of project-related knowledge and experience through communications and knowledge products (e.g. case studies, briefs, short reports, blogs). Collaborate on project dissemination activities including event planning and execution of knowledge exchanges, webinars or in-person project events and conferences.
  • Liaise with local press and support media activties as needed and in collaboration with MSH and USAID.
  • Liaise with and manage Ukrainian communication agencies whose services are procured for campaigns, videos, and event management.
  • Serve as key liaison with USAID/Ukraine Communication Office to ensure desired level of visibility and obtain any necessary clearance on public and press briefing materials.
  • Coordinate with MSH corporate communication team to ensure visibility of SAFEMed at the organizational level and to align the project’s communications and plans with the organization’s overall strategy, guidance, best practices, and initiatives.

2. Design and support implementation and evaluation of communication activities with key government counterparts

  • Serve as key communication point of contact and liaise and coordinate with the Ministry of Health, State Expert Center, the State Service for Drug Control, the National Health Service of Ukraine, the Medical Procurement of Ukraine, and the Center for Public Health Communication Units to provide ongoing support and evidence-based communications campaigns described as part of the annual implementation plan.
  • Provide support to promotion and documentation of large SAFEMed events organized with key government counterparts.

3. Program Support and Reporting

  • Participate with the Chief of Party in the development of SAFEMed work plans and budgets as they relate to communications activities.
  • Provide input for updating and implementing the annual work plan and budget, as necessary.
  • Take the lead in drafting communications documents, scopes of work, and contribute, as requested, to regular and ad hoc reporting to SAFEMed, USAID, the MOH or other relevant agencies. Support the development, review, and output of quarterly and annual reports as required by the donor.

4. Management and Supervision

  • Supervise communication advisor, associate, and consultants and provide technical leadership and guidance to foster a cohesive vision within the team, clear delineation of roles, and ensure timely implementation of activities and quality of technical outputs and deliverables.
  • Coordinate activities with other teams on the project with a view to leverage collaborations and synergies that enhance results of the respective workstreams and achievement of overall project goals.
  • Other duties as assigned by Deputy Chief of Party and Chief of Party.

QUALIFICATIONS

REQUIRED EDUCATION

Required: Degree in communications, journalism, public relations, social sciences, or related field

Preferred: Advanced degree in related and/or work experience in the health sector would be an advantage

REQUIRED MINIMUM EXPERIENCE

Required:

  • At least 7 years of experience designing communications programs.
  • At least 3 years managing teams.
  • Experience in technical writing and demonstrated ability to translate complex concepts into easily digestible communication materials.
  • Documented experience in designing and evaluating successful communications campaigns.
  • Residence and ability to work in Kyiv.

Preferred:

  • Experience working with USAID-funded programs is desirable.
  • Network in Ukrainian media and familiarity with the media landscape.

KNOWLEDGE AND SKILLS

  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, and other donor organizations.
  • Strong interpersonal, analytical, and advocacy skills.
  • Ability to provide training and make presentations to various groups, including high-level government officials.
  • Skills and knowledge to write cogent technical reports, documents, and power points in English and Ukrainian.
  • Excellent spoken and written English and Ukrainian.
