Splunk is seeking a Public Sector Capture Manager who can support our field sales teams and strategic partners as they work with leverage teams across Splunk to develop winning strategies and winning proposals. This role is responsible for organizing and driving all capture and proposal development activities as well as providing meaningful metrics and reports to leadership related to efforts. The successful candidate has deep knowledge of capture as well as proposal development good practices and is able to operationalize this knowledge by defining clear workflows, standards, monitoring and reporting activities that are executed by all involved with sales. This is a hands-on proposal development, writing and capture management position. 

The ideal candidate will be able to apply traditional capture skills in a fast paced, partner driven environment to coordinate the RFX needs between Splunk, partners and agencies. The Capture Manager must be a highly motivated leader who can manage work with multiple, concurrent sales efforts under the usual timelines associated with Government sales activities and ensures all tasks are completed in each pursuit to provide the highest chance of success. The ability to work cross functionally with multiple levels and multiple SMEs to accomplish the task. 

Responsibilities:

  • Act as the central point of contact, management and communication for capture and proposal development activities 
  • Respond in a timely fashion to partner and client data calls
  • Coordinating responses with appropriate Splunk groups including Solution Engineers, Technical Specialist, Legal Team, Sales Team and Partner team 
  • Create and manage timelines associated with capture and proposal development activities including forecasting RFIs, RFPs.
  • Manage legal paperwork for teaming as needed
  • Monitor and control each pursuit, identifying and escalating risks to leadership as needed 
  • Ensure information is well communicated to all stakeholders.
  • Defining work assignments as well as delivering routine and ad-hoc reporting around capture activities 

Required Skills

  • 15+ Years in the Public Sector Capture field including proposal development, business development, opportunity tracking and research
  • Must exhibit strong organizational abilities, solid writing skills, excellent attention to detail, and the ability to generate creative ideas while working both independently and collaboratively
  • Comfortable at all levels of the organization, focused on collaboration
  • Independent and self motivated to be resilient and accomplish more
  • Experience using Salesforce or a similar CRM system
  • Experience mining and leveraging Sam.gov, GovWin, Bloomberg, GSA, and other similar systems
  • Experience working with various public sector agencies

Note:

OTE Pay Ranges

For sales roles the ranges are expressed as On Target Earning or OTE (OTE = base + incentives in the form of sales incentive plans).

SF Bay Area, Seattle Metro, and New York City Metro Area

On Target Earnings: $196,000.00 - 269,500.00 per year

California (excludes SF Bay Area), Washington (excludes Seattle Metro), New York (excludes NYC Metro Area), and all other states.

On Target Earnings: $196,000.00 - 269,500.00 per year

Splunk provides flexibility and choice in the working arrangement for most roles, including remote and/or in-office roles. We have a market-based pay structure which varies by location. Please note that the On Target Earnings (OTE) range is a guideline and for candidates who receive an offer, the OTE pay will vary based on factors such as work location as set out above, as well as the knowledge, skills and experience of the candidate. In addition to OTE, this role may be eligible for equity or long-term cash awards.
