Senior Director, Payroll Governance and Compliance

Position Location: Bentonville, Arkansas

About This Role:

The Senior Director, Payroll Governance and Compliance is responsible for developing and executing functional payroll strategies, ensuring robust governance practices, and maintaining strict compliance with relevant regulations. The Senior Director reports to the Group Director, Payroll Strategy, Operations & Compliance, and leads the overall compliance and control strategy for payroll in partnership with EBS People Tech/Services and across the TR+ Payroll Operations teams (Base Pay, STI, LTI, Core HR, Tools); Managing a team of 2-3 the Senior Director will also engage with external regulatory bodies to stay informed of changes and will maintain communication with internal/external stakeholders regarding payroll compliance matters. This function will serve as business lead on the Executive Steering Committee for Payroll. This key leadership position requires a proactive individual with a strong background in payroll management, risk mitigation, and compliance oversight.

What You’ll Do:

Payroll Strategy Development

  • Contribute to the development of the payroll strategy and will implement strategic initiatives to optimize payroll processes aligned with organizational objectives.
  • Collaborate with cross-functional teams across TR+ Payroll Operations and EBS People Tech/Services to integrate payroll strategies into broader business plans.

Governance and Control

  • Partner with the Group Director, Payroll Strategy, Ops & Compliance to enforce governance frameworks to ensure the accuracy, reliability, and security of payroll operations.
  • Design and implement internal controls to mitigate risks associated with payroll processes.

Compliance Oversight

  • Stay abreast of local, state, and federal regulations impacting payroll; ensure organizational compliance.
  • Lead efforts to interpret and implement changes in legislation affecting payroll practices.

Technology Integration

  • Work closely with People Tech/Services teams to ensure that payroll systems and technologies adhere to compliance standards.
  • Identify and implement technological solutions to enhance efficiency and control within the payroll function.

Risk Management

  • Develop and execute risk management strategies to identify and mitigate potential risks in payroll operations.
  • Conduct regular assessments and audits to proactively address compliance and control issues.

Training and Awareness

  • Develops and disseminates programs to educate stakeholders on compliance expectations and information.
  • Ensures payroll operations teams are trained/re-trained as changes occur

Additional Responsibilities:

  • Develops and drives technology strategies for Total Rewards by evaluating current capabilities and their impact to the business; setting the strategic vision; identifying gaps and developing strategic plans to address them; partnering with cross-functional senior leadership to ensure alignment on technology vision; determining sustainable solutions and alternatives to existing capabilities; collaborating with internal teams and third-party partners to ensure systems are integrated into the Walmart Services environment; and developing an implementation strategy to support the five-year strategy and vision.
  • Oversees the operations and implementation of Total Rewards programs and initiatives by partnering with rewards partner, design teams as well as business stakeholders to understand needs and business strategies; leading the implementation of incentive plans and compensation programs for non-executives and executives to ensure key talent is retained; and ensuring alignment across Walmart businesses; developing contingency plans to support changes in strategy direction; and using change management best practices to ensure new processes are accepted and utilized.
  • Oversees the management of rewards solutions by staying up-to-date with local, federal, and international regulations regarding compensation and incentives; ensuring all plans are in compliance with applicable laws and regulations; understanding and anticipating business changes; strategies to develop system requirements for domestic and international markets; collaborating with technology, business stakeholders, and suppliers to develop system frameworks that enable delivery of programs; and driving efficiencies as well as delivery and administration of ongoing processes.
  • Assesses key opportunities and determines continuous improvement approach to process design by anticipating and understanding current and future process and value gaps; translating business requirements into actionable strategies; consulting with functional experts and partners on the new and innovative approaches to organizational effectiveness; communicating change management plans to senior management; aligning activities with overall plans to ensure successful change management implementation; developing and reviewing rewards communication and marketing strategy to maximize understanding, competitiveness, and effectiveness of compensation and benefits programs by aligning rewards with program objectives, branding strategy, and other initiatives; and providing specialized thought leadership throughout the life cycle of change initiatives.
  • Provides overall direction by analyzing business objectives and customer needs; developing, communicating, building support for, and implementing business strategies, plans, and practices; analyzing costs and forecasts and incorporating them into business plans; determining and supporting resource requirements; evaluating operational processes; measuring outcomes to ensure desired results; identifying and capitalizing on improvement opportunities; promoting a customer environment; and demonstrating adaptability and sponsoring continuous learning.
  • Develops and implements strategies to attract and maintain a highly skilled and engaged workforce by diagnosing capability gaps; recruiting, selecting, and developing talent; supporting mentorship, workforce development, and succession planning; and leveraging the capabilities of new and existing talent.
  • Cultivates an environment where associates respect and adhere to company standards of integrity and ethics by integrating these values into all programs and practices; developing consequences for violations or non-compliance; and supporting the Open Door Policy.
  • Develops and leverages internal and external partnerships and networks to maximize the achievement of business goals by sponsoring and leading key community outreach and involvement initiatives; engaging key stakeholders in the development, execution, and evaluation of appropriate business plans and initiatives; and supporting associate efforts in these areas.
