Other Conditions: Extramural funds. To begin approximately April 2024 or soon thereafter. Renewal contingent upon satisfactory performance, availability of funds, and project needs.

Duties and Responsibilities

  • Provides administrative, fiscal, and program management analysis support to project faculty and staff.
  • Reviews, authorizes and initiates procurement of equipment & supplies, including preparation of specifications and securing appropriate bids from vendors.
  • Maintain accurate account of project budget information and expenditures, develop financial spreadsheets, and perform regular audits and reconciliations as necessary.
  • Review monthly expenditures. Work closely with ORS to generate monthly invoices ensuring compliance with funding agency's requirements.
  • Prepare, facilitate, and/or process purchase orders, direct payments, travel requests/completions, contracts, stipends and other related procurement and fiscal activities in compliance with agency and University rules and regulations.
  • Coordinate, plan, and direct, in conjunction with the project director, meetings, conferences, workshops & major training events, including assisting with developing agendas, managing participant registration, & identifying key stakeholders/attendees.
  • Keep abreast of current University policies, procedures, regulations, directives and State and Federal statutory requirements, i.e., Hawaii Revised Statutes, Hawaii Administrative Rules, and Federal Acquisition Regulations.
  • Prepare and edit reports, agendas, letters, and complex documents such as quarterly reports that require specific formatting; and gather, interpret and analyze terminology and research for project requirements.
  • Assist in the preparation of grant applications by formulating budgets, proofreading budget narratives, and working with the CDS Fiscal Authority to ensure MyGrant submission is timely and accurate.
  • Establish and maintain large databases for associated programs.
  • Review university generated computer reports for accuracy. Compile, analyze, develop and provide financial information and other activity reports to system administrators, auditors, and funding agencies as required.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Business Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for Business Administration/Management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the field of Business Administration/Management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories systems associated with Business Administration/Management.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of
  5. creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  6. Demonstrated ability to interpret and present information and ideas clearly and
  7. accurately in writing, verbally and by preparation of reports and other materials.
  8. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  9. Demonstrated ability to operate a personal computer and apply word processing software.
  10. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  11. Ability to travel independently to various geographical site/school locations, including neighbor island travel, in a timely manner, and work on some weekends for project-related activities.

Desirable Qualifications

  1. Possession of a master’s degree in Business Administration or related field.
  2. Experience working with persons with disabilities, including those who are deaf or hard of hearing.
  3. Fluency in American Sign Language.
  4. Experience with electronic financial systems such as Kuali and RCUH.
