HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Development (OOD) leads the agency’s effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of seven divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Compliance and Enforcement and Housing Incentives.

The Division of Preservation Finance administers multiple financing programs including the Multifamily Housing Rehabilitation Loan Program (HRP), the Participation Loan Program (PLP), the Housing Preservation Opportunities Program (HPO), the Green Housing Preservation Program (GHPP), the Lead Hazard Reduction and Healthy Homes HUD Multifamily Program (HUD MF), the Third Party Transfer Program (TPT), Multi-Family Preservation Loan Program (MPLP) il, Neighborhood Pillars Program (“Pillars”) and the LIHTC Portfolio Preservation (Year 15) Program. These programs facilitate the financial and physical viability, as well as affordability of privately-owned multi-family and single-family buildings throughout New York City. The Division plays a key role in implementing the overall preservation strategy for HPD’s Office of Development in support of the Mayor’s Blueprint.

Your Impact:

As a Director, you will work with and support the Executive Director, Federally Assisted Portfolio Preservation Programs. The Executive Director oversees Preservation Finance’s HUD Multifamily, Low-Income Housing Tax Credit Preservation (Year 15) and Supportive Preservation Housing Programs. You will manage a growing pipeline of other supportive housing preservation units and additional affordable units co-located in supportive housing buildings. This unit will also oversee the Agency’s RAD conversion pipeline which is estimated to be more than 50 transactions.

Your Role

In your role, you will collaborate with the Executive Director to lead a team that will initially consist of two Project Managers working on supportive preservation transactions. You will also assist and/or lead efforts to create policies and procedures specific to the supportive housing portfolio and a preservation program targeted to that portfolio, including but not limited to developing a supportive housing preservation term sheet, developing preservation-specific underwriting standards for supportive services and various rental subsidy scenarios, and proposing policies to address supportive housing-specific issues such as accessing NYC 15/15 service funding and/or rental assistance.

You will track this pipeline of transactions in an efficient and timely manner to hit annual housing plan goals, which may entail the inclusion of subsidies including NYC 15/15 units in preservation transactions. This tracking includes managing and successfully deploying a budget of city funding, executing Supportive Housing loan or tax exemption closings, completions, and conversions. As Director, you will be responsible for handling administrative functions such as budget forecasting, reporting and compliance requirements. You will work on program improvements and policy development. You will play a large role in hiring new team members, training and mentoring, providing constructive feedback (including regular performance appraisals), and resolving human resources related questions and concerns.

Your Responsibilities

As the Director, you will perform duties including, but not limited to the following:

  • In collaboration with the Executive Director, develop and implement plans, strategies and tools for effective program management; draft a new term sheet; propose and implement policies and procedures to address supportive housing-specific issues; and propose updates to or versions of template or form legal documents
  • In collaboration with the Executive Director, supervise and provide technical and procedural assistance to a project management staff of initially around two project managers
  • Identify opportunities for improved processes and procedures for the program, and implement new agency policies and initiatives into the programs and projects. Provide policy and process feedback on initiatives or proposals within the division, partner divisions within the agency, and external partners
  • In conjunction with the Executive Director, establish appropriate productivity measures for staff and goals, targets for the unit and work effectively with staff to achieve them, and priorities for the team and the pipeline;
  • Establish effective systems for monitoring and tracking the unit’s work;
  • Act as a liaison with developers, financial institutions, not for profit organizations and governmental agencies to advance Federally Assisted Portfolio Preservation Program development projects to preserve long-term affordability, financial viability, and physical quality;
  • Provide guidance on the contract structures and underwriting of existing supportive housing transactions as impacted by service contracts, service reserves, regulatory and rent-setting structures, legal document structures, and other issues specific to supportive housing; in conjunction with project management staff, development teams and the Executive Director, prepare, review and analyze development budgets, pro formas, and affordability analyses;
  • Perform general project management duties as needed, including construction loan closings, troubleshoot projects in construction, facilitate project completion and prepare recommendations for work-outs prior to permanent loan conversion;
  • Participate in meetings with development teams and any other meetings, presentations and conferences that pertain to the programs;
  • As needed, collaborate with other HPD divisions to identify, monitor and/or resolve site, design, environmental and construction monitoring issues;
  • Represent the agency at community meetings, interagency working groups and conferences, as necessary;
  • Prepare reports, memoranda and written correspondence regarding program’s performance and issues;
  • Manage the unit’s and team’s support and engagement on conversions to permanent financing
  • Coordinate special projects, conduct policy analyses, initiate research and make recommendations that relate to the management and operations of program, issues facing the supportive housing portfolio specifically, and other issues as requested by the Executive Director and the Assistant Commissioner for the Division of Preservation Finance;
  • As the selected candidate, you will need a demonstrated track record of collaboration and cooperation with internal and external partners to achieve program goals, as well as a proven record of strong relationship management.

Preferred Skills

You should have strong managerial experience, a record of achieving results in a fast-paced environment, experience managing programs as well as seeking ways to improve programs and procedures, strong real estate financial analysis skills including financial modeling and financial statement analysis, and be detailed-oriented, self-motivated, able to manage multiple projects simultaneously, and regularly meet deadlines. As a successful candidate, you should also demonstrate strong verbal and written communication skills and ability to read, absorb, and provide analysis or feedback on legal or other project documents. Preference will be given to candidates with: strong management experience, background in and strong knowledge of supportive housing and supportive services, a proven track-record of closing complicated transactions, a strong financial background (including experience underwriting real estate transactions), knowledge of real estate development, affordable housing finance, housing development/lending, and knowledge of HPD development programs, demonstrated analytical skills, and ability to work effectively with others to obtain results promptly. You should excel in working with multiple partners and stakeholders to achieve program goals. Strong facility with Excel and Word required.

Qualifications

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or

3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
