Job Title - Procurement Officer/Assistant 

Duty station - Chisinau, Moldova

Salary range - 17.550,00 - 28.090,00 MDL gross

Based on the assessment of the candidate's knowledge, skills, abilities, and previous experience, the incumbent will be assigned to a specific role starting with Officer or Assistant.

Education & Work Experience

  • Education:
  • completion of Secondary Education or Bachelor’s degree in business administration, logistics, supply chain management, finance, or relevant fields;
  • Master Degree will be considered an advantage for Officer role.
  • Work Experience:
  • minim. 1-3 years of general experience in purchasing or procurement;
  • minim. 1 year of experience in the NGO sector or other international organizations.
  • Experience using supply chain management software and tools;
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access);
  • Language proficiency: English - basic to intermediate, Romanian - Fluent in all aspects, Russian- Recommended.

People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. Throughout its presence in the country, PIN has been contributing to the development of following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, and Good Governance.

Position overview: 

The role of the Procurement Officer (PO) is to support programme team members in all aspects of Logistics and ensure all services/materials are purchased efficiently and properly in accordance with PIN and Donor’s procurement policies.

Duties & Responsibilities:

  • Manage tender preparation and tender execution and general support to all the procurement matters;
  • Participate as a member of Evaluation Committee for tenders;
  • Ensure compliance with procurement procedures and have a final responsibility for proper execution;
  • Consult potential exemptions with Logistics & Procurement Manager;
  • Support for timely delivery and preparation of Annual Procurement Plan;
  • Help to identify suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of programme implementation in accordance with donors and PIN procurement guidelines together with Logistics & Procurement Manager;
  • Help to communicate and negotiate with overhead suppliers (preparation and signing of contracts, checking expiry of contracts, contract extensions, deal with occurring problems/requests, timely gathering of documentation) together with Logistics & Procurement Manager;
  • Support to key procurement activities identified: preparation of quotations, tenders, market surveys, gathering them and uploading into ELO. Purchases of projects’ items and services;
  • Keep track on all deadlines or closing date of quotation submissions;
  • Keep track on deadline of delivery stipulated in each Contract and send out necessary reminder to suppliers if the deadline is approaching.

Qualification:

Education:

  • Completion of Secondary Education or Bachelor’s degree in business administration, logistics, supply chain management, finance or relevant fields;
  • Master Degree will be considered an advantage.

Previous working experience:

  • Minimum 3 years of general experience in purchasing or procurement;
  • Minimum 1 year of experience in the NGO sector or other international organizations,
  • Experience in management of Construction Tendering process will be an advantage
  • Experience using supply chain management software and tools;
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).

Skills and Competencies:

  • Deep knowledge of preparing, reviewing contracts and negotiation terms;
  • Ability to facilitate group processes (eg. Technical Evaluation teams);
  • Professional fluency in Russian, and Romanian languages and intermediate proficiency in English.
