Working in Cambodia since 2005, SNV implements projects in the agriculture, energy, and water sanitation and hygiene (WASH) sectors. Using market-based approaches, we emphasize environmental sustainability and inclusive development. We lower the barriers to economic and social development and promote local ownership. SNV provides tailor-made and sustainable interventions that are effective at raising incomes, providing meaningful employment opportunities, and improving access to and coverage of basic services. Our interventions acknowledge the critical importance of improved climate change resilience and mitigation strategies to achieve sustainable change. Our work is aligned with the country’s national development priorities and strategies. We work in close collaboration with the royal government, civil society, and private sector. SME development

The use of biomass for cooking fuel and associated smoke exposure contributes to serious health problems, leading to the death of 14,000 people in Cambodia per year. Many more lives, mainly those of women and children, are affected by smoke-related health conditions that reduce overall quality and length of life. Further, the smoke emissions from open fires add to greenhouse gasses that are responsible for climate change. Finally, cooking is strongly connected to livelihoods, gender and inequalities at household level.

Together with our partner Energizing Development (EnDev) and RVO from the Netherlands we stimulate SME development in the clean cooking markets through tools including ‘results based finance’, investments funds and capacity development towards the public and private sector. The aim is to create new dynamics in the supply chain of cookstoves that may lead to a stronger offering of products (electric or high tier biomass stoves) that enhance adoption of smoke free cooking in rural Cambodia.

Strengthening the Entrepreneurial Ecosystem for Higher Tier Clean Cooking in Cambodia

The “Higher Tier Cooking Component” (HTCC) under the programme “Strengthening the Entrepreneurial Ecosystem for Clean Cooking” is co-financed by the European Commission, the Dutch Ministry of Foreign Affairs, and Danida. The programme is coordinated by RVO and in partnership with EnDev.

The objective of the SEE-HTCCC programme is to improve access to clean energy services and promote the use of clean cooking methods. It aims to resolve imperfections in market systems of clean cooking products and services, removing bottleneck in access to finance, and fostering an improved enabling environment for enterprises to grow and mature.

The programme will focus its activities on the greater Tonle Sap area while also aligning with those regions where the EnDev CIC programme is already active through local governments. The project will look at potential synergies with EU programming in the region, while being mindful of potential supplier limitations. The programme offers two funding mechanisms (Result-Based Financing and Innovation Funds) to MSMEs that sell cookstoves and biodigesters in five target provinces in Cambodia; Battambang, Pursat, Siem Reap, Kampot and Kampong Speu provinces. A total of 20,000 cookstoves and 1,000 biodigesters will be incentivized between 2023 to 2025.

Role of the Project Field Officer

The role of the Project Field Officer is to pro-actively facilitate private sector development, contributing to the establishment of SME networks in the cookstove supply chain in Siem Reap province, observe and identify SMEs’ capacity gaps/needs. The Project Field Officer provides on hands support to SMEs to receive maximum benefits of the project and reach the highest potential of their businesses/shops. The Project Field Officer facilitate with relevant stakeholders and different governmental levels, especially local authorities at the village level, commune councils, and district officials to provide a supportive environment for the private sector. She/he is the first point of contact and will report to and seek support from SNV teams when needed.

Job Description

• Works at a sub-national level, ensuring the (quality of the) service delivery conform procedures and guidelines of SNV. She/he ensures timelines and project standards are met.
• Cultivate positive relationships with the relevant governmental bodies by arranging meetings and organise joint field activities. The Project Field officer will help to facilitate training and capacity building efforts towards SMEs that are offering clean cookstoves, in collaboration with a range of international EnDev advisors and local service providers.
• Establish the working Group for Clean cooking in provincial level and helps preparing meetings and ensures that appropriate governmental bodies are involved.
• Gathers relevant project data, identifies gaps in the cookstove supply chain, and provides suggestions/solutions to widen the access to clean cooking energy in the rural Cambodia. The Field Officer monitors cookstove sales’ data and business growth of supported SMEs, which is fed into the M&E systems.
• Additional related tasks as from time to time directed by the Project Manager.

Qualifications

• Bachelor’s degree in relevant field with relevant experience minimum 5 years in project implementation.
• Effective communication with different stakeholder and target groups, making sure ideas and essence are understood by the audiences.
• Demonstrate ability to structure and plan activities to ensure results are met, and to adequately deal with adversity in a rational and timely manner. Flag any bottle necks and explain the issues to the SNV team in a clear fashion.
• Show passion and enthusiasm about topics of sustainable development, and is motivated to contribute to public private partnerships and SME support in the fight against poverty and inequality.
• Good oral and written communication skills in English is an advantage as well as computer skills in MS-applications (Word, Excel, Outlook, Powerpoint, Internet, etc.)
